Tianjin is now under the stage of accelerated development of urbanization and industrialization of heavy industry, the continuous increasing trend of the total energy consumption is difficult to change. The blindness of the process of urbanization, and lack of environment supervision in full aspects led to prominent environmental problems, which mainly manifested as occupied ecological space, excessive planning of industrial park and the dissatisfaction of the emission of industrial pollution, etc.According to the information on the website of the Ministry of Environmental Protection,Tianjin has been one of the 10 worst air quality cities in the ranking of 74 cities in both 2013 and 2014;in 2015,although Tianjin is no longer one of the worst air quality cities,it is still one of the poor air quality cities.Based on the Tianjin input-output table in 2007 and 2012,and combined with energy balance sheet(physical quantity),this article conducted a review of existing domestic and foreign literature, compiled hybrid energy input-output table, and analyzed the impact of energy intensity, technological advances and final demand factors to the changes of total energy and the changes of the product consumption of four energy sectors using the energy input-output structural decomposition analysis model. Then, this article calculated the contribution of various influence factors to the changes of total energy, and analyzed the sectoral contribution of various influence factors to the changes of energy consumption from the perspective of sector. Finally, the article studied the influence and contribution of technological progress and industrial structure change on the changes of energy intensity in Tianjin from 2007 to 2012 using composite index factor decomposition analysis method. The result of this study shows that the total change of energy consumption from 2007 to 2012 is 1332.61 million tons of standard coal. The changes of energy intensity makes the total energy consumption decrease 1096.89 million tons of standard coal, the contribution rate is-82.31%;the changes of technological progress makes the total energy consumption increase 51.46 million tons of standard coal, the contribution rate is 3.86%;the changes of final demand makes the total energy consumption increase 2378.03 million tons of standard coal, its contribution rate is 178.45%.The energy consumption intensity per added value in Tianjin has decreased for 34.04%in 2012 compared to 2007.The technical craft in the production progress has resulted in the decrease of 29.18%for energy consumption intensity per added value, and because of the adjustment of industrial structure and sectorial structure, the energy consumption intensity per added value has decreased 6.87%.Finally,this paper makes empirical analysis using Laspeyers structural decomposition analysis model, and selecting two industrial air emission representative index from year 2007 and 2012 to obtain technological progress effect, which makes the tailpipe emission in 2012 less than that in 2007.Meanwhile,the final demand structure change effect and the final total amount change effect both results in the increase of tailpipe emission.Under the combined influence of these three influence factors, there is more sulfur dioxide emissions of 192.15 million tons, and more smoke(powder)dust emissions of 26.23 million tons.
