Input-output Based Energy Consumption Goal Programming Model And Application

Energy and environment factors are having more and more influence on the development of human society and economy. Taking energy, economy and environment factors all into account is an inevitable trend for the world energy research nowadays, however, domestic understanding and research appear deficient and lagged. Since the reforming and opening, Chinese economy has kept growing rapidly and continuously, but the "high input, high pollution" way of energy consumption is putting more and more pressure on our energy supply and environment protection. Facing the day-by-day tighter energy resources and vulnerable ecological environment, how to make a reasonable energy consumption plan by which we can achieve our social and economic goals thoroughly and reduce energy consumption and pollution at the same time as far as possible is a problem worthy of being studied and solved urgently. So, this paper has done the following concrete works:Firstly, it carries on a commentary to the domestic and foreign related research situation, and obtains three enlightenments from it: we need to have a brandnew understanding of the relationship amoung energy, economy and environment, paying enough attention to energy and environment factors; the research emphasis should be switched to finding the best economic structure and energy consumption structure, in order to minimize the energy consumption and pollution while maintaining the economy development; Applying the input-output method to this research is feasible.Secondly, by the analysis of our current energy consumption situation, this paper reveals that we are facing three major problems in energy supply, effectiveness and pollution. Taking energy, economy and environment factors into account is inevitable if we want to realize sustainable development.With utilizing the input-output and goal programming method, an input-output based energy consumption goal programming model which takes Chinese energy, economy and environment factors into account thoroughly is established.
