Research On The Transformation Of Industrial Structure Of The Regional Central Cities In China

As the growth pole of area, the economic development of regional central cities is very important for the area. The economic transition of regional central cities directly relates to the sustainable development, the integration into global value chain and the competitiveness of regional society and economy. As an important aspect of the economic transition of regional central cities, the transformation of industrial structure relates to the economic development of the whole region, and plays an important role in the process of accelerating the transformation of urban and regional economic development mode.On the basis of related research literature, the paper took China's 35 municipalities, provincial capitals and sub-provincial cities as case studies, calculated the transformation speed (coefficient), direction, quality and efficiency of industrial structure by measurement method, and analyzed the relationship between the transformation characteristics of industrial structure and the economic development by regression analysis. (1) Calculated the transformation coefficient and direction of industrial structure of the regional cities in the period of 1988-1996a, 1997-2002a, and 2003-2008a, and made a comparative analysis of the districts and region. (2) In accordance with the principles of systemic, structure beneficial and sustainable development, according to the social and economic development level of the cities, constructed the evaluation index system of the industrial structure transformation quality index of central cities which consisted of target layer, criterion layer and index layer, and calculated the transformation quality of different years of regional central cities'industrial structure with the entropy weight method. (3) According to the influence factors of the industrial structure transformation of regional central cities, constructed an index system, and then taking the index system as input elements, the industrial structure quality as the output elements to evaluate the cities' industrial structure transformation performance with the data envelopment analysis (DEA); (4) Made a correlation analysis between the transformation characteristics, partial influence factors of regional central cities' industrial structure transformation and their economic development level and speedThe main conclusions are as follows: (1) In different phases, the characteristics of regional central cities' industrial structure transformation were significantly different. And there were different associated characteristics between the urban districts and area in the transformation speed. With the development of society, the continuous improvement of peoples'living standards, the population's continuous agglomeration to center cities, and the scientific and technological progress, the industrial structure of regional central cities has become more rational and high grade, which has changed from dominated by production to by service industry, from traditional service industry to modern service industry. Since the middle 1980s, the industrial structure of regional central cities has experienced a development process from a heavy and light industry, a heavy industry, a heavy and information industry, an information and diversification, which shows that the industrial structure has continuously upgraded (2) At different stages, the transformation quality index of regional central cities'industrial structure showed some volatility, and the coastal cities were better than inland cities overall. (3) As a whole, the input-output efficiency of most regional central cities was high, most cities was at relatively valid condition, the cities which exist input redundant or output inadequate are mostly inland cities in central, but in recent years this phenomenon has also happened in costal cities which indicates that there are overheated investment in eastern big cities and the role of input factors has not been fully used. (4) There aren't necessary link among the transformation speed, the economic development speed and the transformation quality. Cities with higher transformation speed, its'economic development level maybe low and transformation quality of industrial structure might not be higher. Moreover, there aren't necessary link between economic development and the conversion efficiency of industrial structure. Bur there are a weak positive correlation between economic development level and the transformation quality of industrial structure.
