| The twenty-first century is the century of high technology. Without the smooth transformation of high-tech achievements, there are no comprehensive national strength and the rapid development of the national economy. As a developing country, although technology makes a greater contribution to the growth of the national economy, China still have some gaps in the technological innovation and conversion efficiency compared with developed countries. In order to solve the problems of low high-tech conversion efficiency, this paper had studied the capability of high-tech achievements transformation. The structure is as follows.Firstly, the paper analyzed the basic concepts of high-tech, conversion processes, conversion body, conversion mode, and benefit and risk in the system method; and further made a causality analysis and value chain analysis for system elements.Secondly, the capability of the five main subjects which includes R&D institutes, enterprises, agencies, investors, and government, were studied to analyze the flow of resources and the input-output of the commercialization and R&D capability. At the same time, the paper explored the affect of the external environment. Then the environment and the capabilities of five main subjects formed a system of high-tech achievements.Thirdly, evaluation index system was determined and analyzed in the method that conclude expert evaluation, factor analysis, and entropy method. Moreover, the paper constructed the input-output model and analyzed the validity of conversion efficiency of commercialization and R&D capability using data envelopment.Finally, based on the above index system, the dates were collated and calculated to analysis the capability of the high-tech achievement transformation of the typical provinces. According to the results of evaluation, the situation of high-tech in the provinces was detailed analyzed to obtain the recommendations that need attention in the conversion of high-tech achievements. |
