Research On Development Of Strategic And Emerging Industries In Henan Province

Since the Global Financial Crisis of 2008, the world is facing a new round of industrial and structural adjustment. The urgent need of develop economy is to seek a new growth point. The strategic and emerging industries become a selection and focus of nation economic revival which science and technology as the main driving force. China also actively determines the direction and focal point of the strategic and emerging industries development.Information technology, economic globalization, technological progress and innovation have become the new significant factors of regional industrial development. Technology and innovation as the core of regional innovation capability, cultural and etc. factors affect deeply on the industry location and development mode. The article based on the new characteristics of strategic and emerging industries which different form traditional industries; reference the general industry research ideas and content; According to the classical geography theory such as industrial location theory, central place theory, growth pole, industrial agglomeration, leading industries; proposed the basic theory of strategic and emerging industries, including basic concepts, characteristics, classification, factors (location), organization and so on. Followed by a case study of Henan Province, based on the analysis of natural resources, social status, research capacity, the efficiency of industrial structure (based on data envelopment analysis) and 24 sub-industry Industry Status (based on Improved Entropy Method ), seek advice of expert from Henan provincial government departments and universities, evaluate and calculate the Questionnaire with Cloud Mode, using a combination of qualitative and quantitative methods to divided the strategic new industry in Henan Province into three gradient, then use the"SWOT"analyze each gradient of the strategy. Finally propose the development measures of strategic and emerging industries in Henan Province.(1) the strategic and emerging industries, including energy saving and environmental protection, new generation of information technology, biology, high-end equipment manufacturing, new energy, new material, new energy vehicles, which is on the purpose to cultivate area's new leading industries and main industries, based on the major technological breakthroughs and major development needs, for the overall and long-term economic and social development of a major leading role to lead the rapid rise of new industries. It has a high technological content and great market potential, power driving ability, and good overall efficiency.(2) Different from the traditional industrial location factors, human resources, technology, research ability, concentration, market, culture, system and other factors will mainly influence the spatial layout of the strategic and emerging industries.(3) Industrial clustering and high-tech zone as the main carrier of the strategic and emerging industries, industrial technology innovation and industrial development alliance is a major organization form of strategic and emerging industries development.(4) Henan Province has rich resources, good social and economic status, universities and research institutes as well as outstanding business innovation; and since 2004 the efficiency of the industrial structure of Henan Province was been the best; form six aspects such as comparative advantage of Regional industries, industrial scale, advantage of advances in industrial technology, industrial growth potential, industrial linkage, industry sustainable development capacity to divide the evaluation of industrial. We can believe Henan Province's general equipment manufacturing industry, chemical industry, metal smelting and rolling processing industry, transportation equipment manufacturing industry and etc. have a good development status and potential, meet the standard of the strategic and emerging industries, the advantages to develop strategic and emerging Industries in Henan Province are obvious.(5) Evaluate the seven strategic and emerging industries in Henan Province from six aspect, such as Industrial economic efficiency, growth potential, the core technology driving effect and sustainable development, use the Cloud Mode divide the development of strategic and emerging industries into three gradient: biology and new energy vehicles as first gradient; new generation of information technology, new material, new energy and energy saving and environmental protection as second gradient; high-end equipment manufacturing as the third gradient, can be nurtured as a potential industry.(6) In Henan Province Technology Innovation Alliance of strategic and emerging industries should develop in the direction toward the network. Relying on the industrial belt of Zhengzhou and Kaifeng, Henan University, Zhengzhou University, and such research institutes, focus on fostering the first core area of the Technology Innovation Alliance; Luoyang, Nanyang based on their own industrial foundation, relying on their strengths and research resources, form The two Vice-core of western Henan; Xuchang, Jiaozuo, Jiyuan and other industrial cities rely on their own foundation and advantages, as the third core area of the Technology Innovation AllianceThe whole development trend of the Technology Innovation Alliance in Henan Province was "Zhengzhou, Kaifeng - Luoyang - South" a core triangle, north and south Xuchang, Jiaozuo, Jiyuan, Hebi for the two wings of the network.(7)The development of strategic and emerging industries in Henan Province should based on our own strengths and weaknesses, on the development environment of international and domestic, adopted Gradient development strategy, develop each gradient industry separately with different strategy.(8) Henan Province should training and introduce high-level innovative talents, enhancing technological innovation, improve the financial and policy support system, the strategic emerging industries combine with the upgrading traditional industries, adhere to the industry line, improve the planning and implementation system, to ensure the development of the strategic and emerging industries.
