The Research On The Selection Of Strategic Emerging Industries In Henan Province

After China clearly put forward to develop strategic emerging industries in2009, Provinces and cities respond to the national call actively, and take action in succession to select and cultivate the region’s strategic emerging industries. However, due to the "emerging strategic industries" is a new thing, the study on it is still at the exploratory stage. Most provinces and cities have certain blindness and capriciousness on the selection and cultivation of strategic emerging industries, and there exist obvious industrial convergence. At present, the researches on selection of strategic emerging industries are few and far, and are mostly based on the perspective of the leading industries or high-tech industries. There is lack of a scientific and reasonable system which can evaluate and select the regional strategic emerging industries. The research on the selection of strategic emerging industries in Henan province is nearly blank. Henan province’s human, financial and material resources are difficult to support a comprehensive high-speed development of all industries. Take the average force, and comprehensively promote strategy is neither necessary nor impossible. Based on such a background, it is very necessary to do a systematic analysis and evaluation about the seven strategic emerging industries which henan proposed to develop, and to select out key areas and the main direction.Strategic emerging industries cover a wide range of concepts, and involve a number of industry sectors. It’s essential to judge and select the main areas of the strategic emerging industries, which determine Henan province’s future industrial level and the strategic position in the overall pattern of economic development. The selection of strategic emerging industries in Henan province is affected by five main factors, they are the resource situation, the industrial base, technological innovation, market demand and policy space. Compared with the previous industry selection, the selection of strategic emerging industries has a certain degree of difficulty. We can’t simply copy the selection method of other industries. Therefore, this thesis made a bold attempt to abandon the previous industry selection method. According to the strategic emerging industries’ characteristics and the main factors that impact the selection of strategic emerging industries, the thesis build a system of qualitative indicators, and conducte a systematic analysis of seven industries in Henan province using qualitative analysis and comparative analysis method. Then, the thesis made a comprehensive comparison of the seven industries. Strategic emerging industries in Henan province was divided into three gradient. At this stage,Henan province should select out biotechnology, new materials, new energy vehicles as the main direction of strategic emerging industries, and concentrate efforts in these areas to achieve the first breakthrough. The thesis suggested that Henan province take three step to develop strategic emerging industries in general. At this stage, Henan province should protect the development of strategic emerging industries from four aspects, they are technological innovation, project construction, extension of industrial chain, and intellectual support.
