Shanxi Province as an important energy base and heavy chemical industry base, to forma single structure with the coal mining industry and energy production, for this years. In theindustrial development bottleneck and the constitutive property are contradictory, theresources and the environment question increasingly are prominent, the adjustment andupgrading of industrial structure is faced with many grave challenges. Therefore, how todevelopment industry is a common concern for academics and industry policy makers.Shanxi province can achieve the economic catching up, get rid of the restriction of resourcesand environments, complete the optimization and upgrading of industrial structure, the key isto choose the appropriate economic development in the region leading industry.This article give a summary from the perspective of Industrial Economics and NewEconomic System.Starting with the research status of strategic emerging industries andindustrial structure adjustment of the research results,then analyzing the current situation ofeconomic and industrial development in Shanxi Province.Article verify the Shanxi industrialrestructuring efficiency by DEA method,find out existing problems.Author considered that ifShanxi optimal adjustment of industrial structure and transformation of economicdevelopment it should be based on the development of strategic emerging industries as abreakthrough. On this basis, The article take the economic and social benefits, growthpotential, the core technology, related effects, sustainable development, the establishment ofpolicies to support the six-level strategic emerging’s suitability assessment index system ofindustrial development in Shanxi Province, using the cloud model to evaluate and divided it into three gradient, pick out the most suitable strategic emerging industries in ShanxiProvince.. Finally,explore strategic emerging industries driven path dependence of Shanxiindustrial structure adjustment.Studies have shown that: development of strategic emerging industries is the purpose ofa new round of regional leading industries,Shanxi should promote the optimization andupgrading of industrial structure by supporting strategic emerging industries as a strategy anda new economic growth point.In the nine of strategic emerging industries,modern coalchemical industry is the first priority to the development of gradient;new materials industry,new generation of information technology industry, coalbed methane industry, environmentalprotection industry, new energy industry, high-end equipment manufacturing industry is twogradient industries;new energy automotive industry and the biotechnology industry is thethird gradient industry. The formation of strategic emerging industries in Shanxi Province, thedevelopment and evolution is a result of lower industrial clusters and industrial institutionalarrangements path selection, and by reviewing the effectiveness, efficiency and the sideeffects affect the entire industry forward structure.
