Study On The Rural Minimum Living Security System

Since our country carried out opening-up policy, the economy has developed sustainedly, rapidly and healthily. The party and government has attached great importance to the "three rural" work. They continue to increase the work of poverty alleviation and social assistance to reduce the number of rural poor. However, there are still some people have the problem of food and clothing. They need the government to give them necessary help to protect their basic livelihood and help them master the ability to work and to banish poverty and become prosperous. Establishing the rural minimum living security system is necessary for carrying out the scientific thought of development and building a harmonious socialist society and it is an important part of establishing a social security system covering urban and rural areas and it is also an important measure to have adequate food and clothing. Doing well this work can promote the development of rural economy, narrow the urban-rural gap and maintain social equity.Based on combing the theoretical foundation and principle of rural minimum living standard security system, this paper laid a solid foundation. In defining the concept of the rural minimum living standard security system, this paper discusses that we not only study the system of our country, but also learn the theory and practice in other countries, including the socialist countries and capitalist countries, developed countries and less developed countries. This study not only analyzes Marxism, Mao Zedong, Deng Xiaoping's theory on the problem of rural residents, but also of the Keynesian theory and the Beveridge thought.Based on the adequate definition and analysis, the paper studies and summarizes the current situation of our countryi's rural minimum living standard security system. Since the implementation of the rural subsistence allowances system, it effectively protect the basic livelihood of rural poor people, have a good social effect, won the hearts of people and play a larger role in building a harmonious society. However, in actual operation there are still some problems: the security standards is low; the discrimination to the people who got security; the security standards does't go up with the increase of CPI; there are still some "bottleneck" problems among agencies, personnel and funding. In this paper, take Zhengzhou as the starting point to study the current situation and existing problems of city's rural subsistence allowances system. This paper has a positive thinking of this problem and hope to give some useful suggestions to solve the problem.This paper gives some suggestions of our country's rural minimum living standard security system in five aspects: setting standards; setting legal system; accounting; social supervision; personnel training. This paper has the idea that through the improvement and perfection in the above five areas, we can push forward the rural minimum living security system more actively and steadily.Establishing the rural minimum living security system is the important part of building a harmonious socialist society and new socialist countryside.It is a useful way to balance urban and rural development. It is also a useful way to solve the basic living problems of rural poor people. Hope that through this study, the paper can provides a useful reference for our country's rural minimum living security system.
