Research On Problems And Countermeasures In The Implementation Of Rural Minimum Living Security Policy In H County

With the rapid development of China’s social economy and the orderly development of rural revitalization,how to promote the effective connection between poverty alleviation and Rural Revitalization has become the focus and hot issue of our government.Up to now,the number of poor people in China’s rural areas is still large,many rural residents do not enjoy the relevant minimum living security policy,and many farmers have not really got rid of poverty through the minimum living security policy.This requires in-depth investigation and analysis around the actual situation of the implementation of the minimum living security policy in rural areas,find out the problems and deficiencies existing during the implementation of the relevant minimum living security policy,and then put forward targeted countermeasures to effectively improve the living conditions of poor farmers.Taking the rural subsistence allowance policy of Hejiang County in recent years as the research object,this paper analyzes the current situation and existing problems of the implementation of the subsistence allowance policy in Hejiang County through investigation,research and interview and other methods.To Hejiang city villages out policies in the implementation process problems and reasons existing in the investigation,found the existing problems including executive main body has a deviation,poor cognitive biases,poverty alleviation and development and two connecting villages have deviation,policy review process is not standard,low ability of organization of agency of rural residents,low out policy failed to fully involved objects need to be bailed out,the causes of these problems are mainly policy executive main body strength limited,propaganda is insufficient,lack of effective cooperation mechanism,supervision departments lack of environment,imperfect organization of agency of rural residents,family income is difficult to verify.Based on the above problems and reasons,this paper puts forward countermeasures and suggestions to improve the rural subsistence allowance policy,mainly including strengthening the implementation force of the subsistence allowance policy:attaching importance to the training of grassroots teams,providing the working quality of staff,and attaching importance to the assessment of grassroots staff;Expand the publicity of the policy: carry out accurate publicity of the policy of subsistence allowances and expand the channels for people’s participation;Strengthen the cooperation between poverty alleviation departments and civil affairs departments;Improve the rural subsistence allowance system;To improve the working capacity of the agency.
