According to the "census" data, Chinese rural population accounts for 64% of the total population of the country, and accounts for about 1 / 4of the world's rural population, and the new labor force in the future comes mainly from rural areas. The national conditions determine that rural education, particularly rural vocational education, is not only related to rural reform and development, but also related to the overall quality of the Chinese nation and the major issues of economic development. To develop rural vocational education----to explore various ways and models of developing rural vocational education plays a decisive role for promoting the development of rural economy and social progress and improving farmers'quality culture and science and technology.To achieve a successful transfer of rural surplus labor, there is the development of rural vocational education. Restricting the transfer of surplus rural labor factors are institutional factors, industry structure and workforce imbalances low quality of these three main factors. Among them, low quality of rural labor force that restricts the transfer of rural power potential "bottleneck." We must fundamentally solve the problem of rural surplus labor, we must break through this "bottleneck", which would be through the development of vocational education in rural areas to improve the cultural quality of rural labor and vocational skills.
