Vocational education has become a crucial part of strategies for China's medium and long-term development and represents the most direct and effective measure to cultivate skilled personnel in China. It is increasingly becoming an effective way to help rural workers gain more education and improve their skills and to promote the transfer of surplus rural workers as well as increase famers' incomes. With vocational education, rural workers become more competitive in the urban labor markets, which will greatly promote the employment, increase their incomes and advance urbanization drive. With high proportion of agricultural population in Heyuan City, Guangdong Province, this area faces arduous task of transferring the surplus rural labor. Meanwhile, the transfer of surplus rural workers and the urbanization drive have been hampered by such factors as relatively late development and poor foundation of vocational education in Heyuan, the lack of general recognition of the vocational education among rural workers, vocational education that failed to fully suit the special requirements of the rural workers and the shortages of vocational education resources and government spending on the development of vocational education. However, in recent years, the rural workers have gained more access to vocational education due to its rapid development, which has improved the levels of literacy, professional quality and skills of the work force in rural areas and plays an effective role in transferring surplus rural workers in local regions. By looking into and analyzing the current states of vocational education and the transfer of surplus rural workers, this thesis focuses on the research on the influence of vocational education upon the transfer of surplus rural workers in Heyuan. With theoretic and practical importance, this thesis will further enrich the theories related to the transfer of surplus rural workers and vocational education. Besides, it plays a vital role in providing strategies for the human resources development in Heyuan, ideas for the mode of training the talents with vocational education and suggestions for the local government on advancing the transfer of surplus rural workers and the transformation of the agricultural labor force in their decision making.On the basis of illuminating the current states of the surplus rural workers and vocational education in Heyuan, this thesis provides analysis of the influence on the employment and incomes of rural surplus workers in Heyuan. According to relevant statistics and the questionnaire survey, in terms of employment, vocational education plays a positive role in improving rural labors quality and skills, changing their employment minds and options, increasing employment opportunities, changing employment distance and expand its scope. Those who gain vocational education need a shorter period of time and have greater ability to find a new job than those who haven't. In terms of incomes, by developing vocational education, the human capital of rural surplus workers become more valuable, their production efficiency can be improved. Besides, the years that the rural labors receiving vocational education is in direct proportion to their incomes. Finally, strategies and suggestions are put forward to address some problems in vocational education in Heyuan: Guidance of public opinion related to vocational education should be strengthened to create a favorable environment for the development of vocational education; Resources should be allocated in a coordinated manner and the collectivized school-running model need be push forward; the expenditure need to be increased to meet the demand of the development of vocational education; New majors need to be set up to meet the demand of local economic development; The evaluation system of vocational education in Heyuan need to be improved with enterprises and public institutions employing the workers, educational department and the third party evaluation institutions as the main bodies of evaluation.
