With the fact that our country is coming to a new stage of building up an overall well-to-do society and accelerating the pace of social modernization, the problem of " peasantry, the country and agriculture" becomes the key to ecnomic development, while the core of which is " peasantry". To solve it, the basic way lies in decreasing the quatity of peasants and shifting surplus labour to the city and town.The course of the rural labor shift indicates that it is inevitable to link the rural labor shift with reform and development closely. The construction of the new country and harmonious society surely demands accelerating the course of rural labor shift.Speciafically for current situation and problem in the process of rural labour shift, by analysing, we learn that the fundamental reason affecting the surplus rural labour shift is the low quality of rural labour, which is especially showed by their low education level and low technical skills level. With a view to thoroughly solving the problem of rural labour shift, it is necessary to improve the quality of rural labour.The responsibility of the vocational education, the essence of which is to train qualified labour, lies in the service to rural labour shift. Morever, in the training and education of rural labour, vocational education has special advantages and superior conditions, which are irreplaceable for the shift of rural labor. Therefore, the development of vocational education takes up the main positon in the part of solving surplus rural labour shift.With the purpose of developing the vocational education's function to shift surplus rural labor, the government and education organization should change concept, adopt some countermeasures , develop vocational education and advance the course of surplus rural labor shift.The actions government can take : fully cogitating on the strategic position of the vocational education's service to the rural labour shift; increasing the financial investment and the support of government; adopt certain measure to erase the seperation between city and the country; strictly putting the employment structure into practice; building the training of rural labour and the service system to employment; promoting the combination of "agriculture, science and education"; stepping up the system and mechanism creativity; actively founding vocational schools of various levels and kinds as well.The countermeasures that vocational education organization can adopt: changing the guiding iedology,pattern and mechanism of running a school; promoting the training for shifting surplus rural labour and the creativity of education system; in the aspects of training direction,majors setting,forms of running school and contents of teaching, try to stengthen constructing majors and deepen the teaching and education reforms of vocational school; training for specific posts, propelling the reforms of vocation educations operation mechanism; building the connection system between vocational education, vocational training and employment of surplus rural labour shift; rooting in reality and serving for local ecnomy and ecnomy of certain line.
