Analysis Of Business Environment In Pearl River Delta Under The Background Of Guangdong-Hong Kong-Macao Greater Bay Area

For Guangdong-Hong Kong-Macao Greater Bay Area(GBA),building an international innovation centre is the focus of the future construction.Compared with other Bay Areas,GBA need to enhance the technological innovation capabilities.The promotion of the technological innovation ability needs the agglomeration of innovation factors.And the higher the degree of legalization,internationalization,liberalization and convenience of business environment,the stronger the "magnetic effect" of attracting high-quality innovation factors.Adjacent to Hong Kong and Macao,the Pearl River Delta(PRD)has gathered many scientific and technological resources.It is one of the three most influential cities in China,and an important engine for the construction of an international innovation center in GBA.Therefore,learning from the experiences of the world-class Bay Area and further improving the business environment for technological innovation will help GBA to build an international innovation centre.Under the background of GBA,this paper analyzes the business environment in PRD from the perspective of technological innovation and explores how to further improve the business environment.Firstly,this paper summarizes the elements of the business environment required to build a global innovation centre.Secondly,this paper constructs the Business Evaluation Index System,evaluates the business environment in PRD by entropy method.Finally,the paper analyzes the influencing factors of business environment improvement through a stochastic frontier model.The research shows that there is a certain gap between the original innovation and high-tech innovation capability of PRD.However,the economic development situation in PRD is rapid.Meanwhile,there is a certain internal gap in the business environment in PRD,showing an obvious“central-peripheral”structure.In addition,from the perspective of financial support and opening up,government behavior has significantly promoted the output of technology innovation in PRD.This paper puts forward suggestions: Firstly,build a Bay Area Business Environment Evaluation System;Secondly,enhance the business environment requires different policies based on different city characteristics;Thirdly,strengthen the construction of multiple think tanks to serve government's scientific decision-making.
