In recent years, as the national economy developing continuously, car ownership is growing rapidly in many countries especially in the developing countries led by China and India. The damage to the natural environment and human living is more and more obvious by the exhaust of cars; the amount of oil consumed by cars is rising, the international energy supply has become tighter, the way of life connected with automobile has come to the time of change. The issues brought by the traditional car energy consumption and climate change can not be ignored. In this context, developing New-energy Vehicle is of great significance to reduce pollution and ease the oil shortage.New-energy Vehicle represents the future direction of the world automobile industry, it is also the commanding heights of the future world auto industry. It is a common strategic choice for the world's countries and major automobile manufacturers to promote the development of New-energy Vehicle. Since the financial crisis of 2008, all the major car producing countries regard the development of new energy automotive industry as an important strategic initiatives for improving the competitiveness of domestic industry and maintaining sustainable development of economy and society. Meanwhile, the development of New-energy Vehicle also means the breakthrough of a new round of economic growth and the fundamental way to transport energy transformation. The related financial and tax policies to support New-energy Vehicle, has become a powerful weapon in response to the financial crisis. For these reasons, many countries have issued a series of policies to encourage the development of their New-energy Vehicle and related industries.As the world's second largest car producing country and one of the handful countries mastering automotive technology, the development of New-energy Vehicle in Japan based on hybrid vehicles and electric vehicles is ahead of the rest of the world. Meanwhile, the Japanese penetration of hybrid vehicles is the highest in the world. April 12,2010, the "new generation of automotive Research Strategy " jointly set up by the Japanese Ministry of Economy, Japan's major auto companies and academic groups, published the , presenting the target of building a "base for R & D and production of new generation automotive " in Japan. The research of the new energy automotive industry in Japan has a decisive significance in our development.Integrating above research, the paper analyzed the current situation in Japan's new energy vehicle industry, development strategies, and relative policies in detail. First, the article describes the development and current situation of New-energy Vehicle industry in Japan, and elaborates the Japanese automobile industry from aspects of the global energy, the Japanese national energy security, so the readers will have a basic understanding of the automotive industry. Second, referring to Japan's "strategy of 2010, a new generation of cars" and Toyota's success, this paper studies Japanese automobile industry development of new energy strategies multi-angled and systematically from the national strategy, technology strategy and business strategy and other aspects. At the same time, combined with the Japanese government policies, that grouped into finance, taxation, technical support, infrastructure construction, are analyzed in-depth. The readers will find the efforts for the development of new energy automotive industry in various fields made by the Japanese government and results achieved. Finally, by reviewing the main problems in the Japan's automotive industry and its prospects for the development, readers will have a more intuitive and more specific knowledge about new energy automotive industry in Japan.
