The cold chain distribution has been developed rapidly with meat and other perishable food's demand increase. And the quality of cold chain distribution not only includes meat's quality but also includes other service quality factors that concerned with customer requirements. Then how enterprises of cold chain distribution use their resources to improve the quality cold chain distribution and customers' satisfaction to promote its market competitive is crucially important, so the author make a study on it.Three meat product of hot meat,frozen meat and cold meat occupy the major domestic markets, so the author took them as the research object of quality control of meat cold chain distribution.The quality of meat cold chain distribution was controlled by way of Quality Function Deployment (QFD), which is oriented by customer requirements. Firstly, make a deployment of the customer requirement to determine the customer requirements and its importance; then make a deployment of enterprise resource to determine the relationship of different enterprise resource factors and the correlationship between enterprise resource factors and customer requirements; finally, map customer requirements onto enterprise resource factors and get enterprise resource factors' importance rating.On the customer requirement deployment, considering the ambiguity of customer requirement expression and limitation of customers'knowledge, the rough set theory was used to confirm the basic importance rating of customer requirement. Then make a market competition evaluation and combine with KANO model to modify the basic importance rating, thus ensure customer requirements'final importance rating, which is the basic input of QFD, is more objective and rational.Finaly the importance rating of enterprise resources was got by way of customer requirements'mapping. The importance rating reflects contribution level of different enterprise resource factors for customer requirement and market competitiveness, thus provides a quality control reference for enterprises in meat cold chain distribution.
