The global warming is becoming the most important common problem which the human confront in 21st century. So searching a low-carbon path is the inevitable choice to tackle the climate and energy crisis. China is no exception. This paper takes the industry as the key point and research how to realize low-carbon development in Tangshan. At first the author analyses the basic situation and the feature of industrial structure in Tangshan which supplies the realistic foundation for the following test. Next the author builds an index system for the choice of dominant industry and uses comprehensive evaluation method based on the classical dominant industry theory, the relative research and the analyze from the preceding text to evaluate and choose the industry which should be developed preferentially. And then the author takes the economic growth, the energy conservation and environmental protection as the goal and builds the model. In the model we can simulate the developmental level of each industry under the condition of current technological level when the economy, energy and environment can develop in harmony. Based on preceding research, the author divides the industry into four levels and put forward countermeasures for the industry from different level.
