Climate has been praised by the attention from all over the world.To deal with the effect which the carbon dioxide is given priority on the climate,the Chinese government come up with the target that unit GDP of carbon dioxide emission in 2020 will lower 40 percent to 45 percent than 2005.In response to this emission reduction target,the government of Zhe jiang province has cleared about a series of action targets in the“Thirteenth five-year and thirteenth five-year” plan,strictly controlling the emission of carbon dioxide,especially the last appearing of “fog” which is a new big challenge for Zhe jiang province to reduce carbon emission.The rationality of industrial structure will directly effect the degree of carbon dioxide emission.At present,the second industry still occupies the main position of industrial structure,which contains many high carbon industries.After reviewing the related literature,this paper research the question of how to adjustment the industrial structure of Zhe jiang province under the low carbon constraints.This paper untangles the related research of industrial structure and developing in low carbon emission,basing on the analysis of industrial structure in Zhe jiang province,the present situation and the development trend of them,then verifies the impact of carbon intensity that is caused by industrial structure.Firstly,using the data of energy balance to calculate the carbon emission of Zhe jiang from 2003 to 2013.Secondly,using the relevant data to analyze the relationship between industrial structure and carbon intensity by gray correlation analysis and panel model.Thirdly,to build a optimization model,predicting the direction of the optimizing adjustment of industrial structure in 2020.Finally,to analyze the results and to present some suggestions.The empirical analysis found that: The second industry has the biggest correlation to carbon intensity and the first industry has the least.The intensity of labor,the scale of industry,the efficiency of energy using and the level of technical will affect the carbon intensity,and this effect differ from one industry to another.The optimization model results show that Zhe jiang province must be the road to low carbon emission.Focusing on developing the electrical machinery and equipment manufacturing,and other technology intensive low carbon industry.Promoting the development of textile industry,clothing industry,whose carbon emission is high but have great contribution to the growth of Zhe jiang economy.Limiting the development of oil processing and cokingindustry.At the same time,promoting the innovation of energy industry,changing the structure of energy,increasing the proportion of clean and renewable energy in the structure,increasing the intensity of energy technology development,finally realizing the low carbon development.
