In our economic life, appeared all kinds of entrepreneurial activity, and full of vitality.According to the correlation data may discover that the Northeast area small and medium-sized enterprise the origination rate is high, but majority is unable to manage continually. This indicated that although the present undertaking surges upward warmly, but without the proper policy guidance for entrepreneurial activity, so the start-up firms which can get high performance and have been in the market competition keep advantage position are not many. Creates this result is mainly because Northeast area economic development relative backwardness, the thought are quite conservative, in the local economic development planned economy color to be thick, causes the innovation not to be strong, the local undertaking activity level is low, the small and medium-sized enterprise development is relatively slow, is unable to realize the large-scale development.Our country is currently in the stage of transition to a market economy, the enterprise livelihood environment has the high uncertainty, and the technology will be transform day by day, while there are many congenitally shortcomings in the new enterprise, therefore, it should be more attention that different environment variable will control the relationship between"Entrepreneurial orientation - Entrepreneurial performance".According to Chinese report of the GEM, we can find that in the northeast region's entrepreneurial activity is not very active, this is mainly due to the geographical factors, less of innovation factors, and the development of the region's entrepreneurial activities always cannot large-scale development. The enterprises in northeast China are full of state-owned enterprises, heavy industry enterprises, large enterprises, SMEs'development are relatively weak. On the northeast area of entrepreneurial activity from entrepreneurial perspective analysis, is helpful in northeast exploration of a crack in northeast China, promote development problem of economic transformation new ideas. This can strengthen Northeast three provinces the economic vitalities, and solves in local employment questions, also has the profound practical significance.In our country, when researches the study on the effect of Entrepreneurial Orientation on Performance, there is quite few scholar treat Environmental dynamism as moderator variables. Based on the summary review of the literature at home and abroad, propose two main hypotheses, six sub-hypotheses, according to 193 valid questionnaires for data analysis, the hypotheses were verified. After empirical analysis, we can clearly see that entrepreneurial orientation and its three sub-dimensions have significant positive effect to entrepreneurial performance. And the dynamic of environment can carry on the adjustment to this relationship.Based on empirical research, this paper puts forward the rationalization proposal to the SMEs of Northeast which are facing the high uncertainty environment.
