The Path Research Of A New Socialist Countryside Construction

Currently our country's economy and society are developing quickly, which is in the key phrase of industrialization and urbanization, city and countryside are experiencing the deep transformation. After the implementation of the family contract responsibility system, the Chinese countryside economy has experienced a prosperous period, but the development slowed down for all sorts of reasons. In the beginning of the new century, the food production declined from year to another, the peasants afforded heavily, their income growth was getting slow and difficult, the gap between city and countryside was widening. Facing these problems, the central government began to continue issuing the Document NO.1 in order to resolve the issues concerning agriculture, countryside and farmers. The new countryside construction was proposed in the Document NO.1 of the 2006. The new countryside characteristics are concluded that"The development of production, affluent life, civilization, village clean and democratic management". The new countryside construction has set the right direction for the countryside development and urbanization.Then how to achieve the great goal? What is the path to achieve? What corresponding adjustment should be done on the current policy? This paper has proposed a theoretical framework to achieve the goal from the social capital perspective, which set the"The development of production, affluent life, civilization, village clean and democratic management"as the target of the function of the revenue model, value model and governing model. Among these, the main function of the revenue model is to discover the functioning mechanism of the social capital factor on the household income and income gap, and find out which factor is possible to increase the household income and widen the income gap. The value model uses the logistic model. According to the paper, the farmers'values are the main variables of the"civilization"and"village clean", thus we set the probability of the degree of the farmers'recognition towards the main traditional value as function, which use the social capital and revenue as the independent variable in order to find out the social capital's influence on the values. The governing model also uses the logistic model, corresponding to the target of the governing model, its function is the probability of the degree of farmers'recognition towards the village commission's administrating situation. Contrary to the first two models, the democratic election variable is introduced into the model to explain the governing situation together with other social capital factors. The three models have composed the paper's village social capital model system, which generally explain the path of the countryside development and the new countryside construction.In the fourth chapter the paper use the 97 households'statistics in the 2009 collected from the survey to verify the village social capital model, and also the assumption proposed in the model. It turned out to be that the social capital exactly exerts the remarkable influence on the household revenue, income gap, values and the governing situation. Meanwhile the physic capital and human capital still have exact function, but which is limited. The social capital is embedded in the physic capital and human capital, which plays a role of allocating resource. It is helpful for the improvement of the small farmers'production and life. Thus the social capital should be given more attention when the government makes the policy.At last, the possible social capital path of new countryside construction is concluded by the models and statistics regression analysis, and proposes the policy advice. But the social capital path conclusion in the paper is still lack of the stronger theoretical basic support. Thus this place is the attempt and extension in the social capital field, also is the weakness of this paper, which needs much more research and demonstration.
