Research On The Path Selection Of Cooperation Mode Between Government And Social Capital For The Construction Of Characteristic Small Towns

Under the background of the new economic normal,the state began to carry out supply-side structural reforms with the core of "de-production capacity,deleveraging,de-inventory,cost reduction and shortening board",in order to conform to the national policy,the characteristic town originated in Zhejiang from 2014,and was built in the urban-rural junction,in order to realize regional space reengineering,strengthen the elements of social governance and agglomerate development,a new type of industrial support carrier is formed to realize the optimal allocation of resources with the smallest space.At present,the government is also promoting the development of characteristic towns through various models such as policy concessions and the search for social capital cooperation.As the PPP model is in line with the characteristics of the town in the operating cycle,supply-side reform,the promotion of the integration of the concept of production and town,besides,it can introduce social capital funds and management advantages,to help create a real meaning of the small town IP,so building more and more characteristics of the town with the PPP model.By collecting a large number of relevant literatures,it is found that the current research on PPP model selection of characteristic towns is almost blank,and under this background,this paper studies the choice of PPP model path in characteristic town,the main contents are as follows:First of all,this paper expounds the research background,research significance,research methods and so on.Through collecting the research literature of domestic and foreign scholars,this paper analyzes the influencing factors of PPP mode selection,the choice of mode path.This paper studies the connotation and development status of PPP model deeply,makes a complete and systematic classification of PPP model,and provides the basis for the selection of PPP model in the characteristic town below by analyzing the theoretical basis of PPP mode selection.After sorting out the connotation,development mechanism and classification of the characteristic town,this paper discusses the connotation of the PPP model of the characteristic town,and collects 28 cases of the characteristic town using PPP model,in order to sort out the classification of the PPP model of the characteristic town.Secondly,through the method of case demonstration,the PPP cases of different types of characteristic towns,of different modes in different periods in 29 different countries are collected,the factors of success and failure are sorted out.The seven key factors with the degree and quality of cooperation between government and enterprise,the rational distribution of ownership and management rights,the technology and experience of social capital,the support and experience of governments,legal policy environment,government governance and supervision,social capital of investment,cost,financial operation as the factors affecting the choice of models and combined with literature,interviewed experts to form a list of 30 factors influencing characteristic towns with PPP model selection and 2 model selection evaluation criteria.We seek to investigate in scientific research institutions in colleges and universities,middle and senior managers and government departments and form 202 questionnaires,use SPSS software for reliability,validity test and exploratory factor analysis,so as to realize the classification and naming of variables.Using AMOS software with model construction,model fitting,model evaluation,model correction and path coefficient method to extract the government's control of ownership,the allocation of government management rights and the ability of social capital financing as the three most influential factors and the basis for the construction of three-dimensional coordinate system.Finally,the three dimensions of ownership allocation benefit,management right allocation benefit and social capital financing degree are used as three-dimensional axes,and the scatter plot of PPP model of characteristic town is constructed,and three mode paths are designed,and the characteristics and scope of application of the path are analyzed.Then,the idea of layer optimization is used to construct the ownership attribution model and the evaluation model of social capital financing ability by influencing the key factors of pattern selection,and to reduce the scope of government's choice of mode path,and finally choose the mode path suitable for the characteristics of small town project.
