The railway emergency management system is the foundation of the normal operation of the whole railway, it is also an effective mean to reduce the casualties and property losses of the incidents. In 2008, the Ministry of Railways issued the main points of emergency management, that is conscientiously implement the "Emergency Response Law", perfect the emergency plan, and improve the institutional mechanisms to speed up construction of the railway emergency response system, meanwhile improve the level of the railway emergency management and finally create a good environment for the construction of harmonious railway.First of all, the emergency management of railway is analyzed by reading literature and investigation, while the statistic elements that affect the emergency management are got. The railway emergency management statistic index system is established through certain method by analyzing and screening the statistic element.Secondly, combined with the content of the research, the factor analysis which is a method of multivariate statistical analysis is analyzed. The factor analysis method is improved combining with the subjectively weight given method and orthogonal projection ranking. On the basis of reducing-order of the emergency management index system of railway, the railway emergency management assessment method is put forward using the improved factor analysis method combining with the need of the railway emergency management assessment.Finally, taking the railway administration as the research object, the feasibility of the method is verified. The railway emergency management statistical evaluation system is developed combining with the theory, which completes the digital management of statistical and evaluation about railway emergency.
