Emergency Logistics Capability Evaluation With Fuzzy Comprehensive Assessment Based On DEA

The occurrence of unexpected events such as unexpected natural disasters, public health events and social safety incidents cause huge economic losses and casualties, which would pose a huge threat to the economic and social development. In order to answer to emergencies, a large amount of emergency relief supplies should be shipped to disaster areas, which to help people solve the injured for treatment, bury the dead, rebuilding and resumption production and other problems, otherwise the loss will be immeasurable. Improve emergency logistics capability is the key to reduce losses and to ensure social stability and development. Faced with frequent emergencies, emergency supplies cannot be efficient and timely transported and distributed, which exposing China's serious shortage of emergency logistics capability in emergency situations. Therefore, the emergency logistics capability is an important issue we need to study.1. This paper bases on the composition and influencing factors of capacity of emergency logistics system emergencies as the starting point, mainly defines four evaluation indexes, namely the coordination operation ability, service quality, economic efficiency and the influence to discuss the factors impact of the emergency logistics comprehensive ability.2. Eight earthquakes are chosen as DMU of Data Envelopment Analysis(DEA). Built the comprehensive evaluation model of emergency logistics, the fuzzy comprehensive evaluation method what based on DEA, and fuzzilized the DEA evaluation results to construct membership matrix, to obtain the fuzzy comprehensive evaluation results of decision package, and finally make recommendations accordingly.3. According to the result of DEA and the fuzzy comprehensive evaluation, we can find it there are a number of restraining factors of emergency logistics comprehensive ability and propose the corresponding improvement suggestion.Study on comprehensive evaluation of emergency logistics, on the one hand, enriching and deepening the theoretical research of emergency logistics, on the other hand, it could guide practice. It helps us to analyze the present stage and level of emergency logistics capability in China, targetedly identify the flaws in the practice, which would improve and enhance the emergency logistics activities eventually.
