Academic-Papers Network Publication is a new way for academic papers. This form of publication through modern information technology is based on the online publication platform, and it breaks the traditional paper periodical communication manner. In the whole process of evaluation, it can save evaluation, modification, edit and print which are the traditional journals' process. If the online platform of Academic-Papers Network Publication develops to be mature as a main publication way of academic papers, it can improve the speed of new research's publication greatly, besides, it is beneficial for the scholars in the same field to exchange and discuss widely. However, in our country the Academic-Papers Network Publication is still in its infancy stage, facing some problems such as slow development process, low quality, bad communication, low academic identities and so on. Right now the scholars in our country in this field mainly focus on the quality control, academic identities, copyright protection of papers, present development situation of platform, service innovation, sustainable development, the organization and management technology of platform these aspects. In other words, most research only focus on the specific qualitative problem's analysis research. But, there is less quantitative research and not mention the comprehensive and systematic research on academic communication system effect about the Academic-Papers Network Publication. The limitation of theoretical research in some extent can not provide basis for quick development of the Academic-Papers Network Publication.In this paper, Academic-Papers Network Publication is considered as a specific project, from the angle of Project Management. The main stakeholders of this project include the authors, readers and evaluation experts, we defined them as the Multi-Agent of Academic-Papers Network Publication. The multi-agent plays the role of producers and consumers in the meantime, not isolated from each role in the traditional journal papers. In the multi-agent academic exchange process,there are all sorts of contact. When the multi-agent select between traditional journals and network journals, large differences exist between goals and interests, which are coordination problems. The target of this paper is that make contrast research between the traditional periodicals and network periodical, which is based on "Perceived Value" of Marketing theory. In this paper, we identify and classify factors affecting Academic-Papers Network Publication, based on the theory of "Perceived Value". Further we establish a specific evaluation index system, and "A Model of Multi-Agent's Perceived Value of Academic Exchanges through Academic-Papers Network Publication " based on the Network Analysis Method (ANP), to measure the perceived value of Multi-Agent during academic exchanges. All data of this Multi-Agent perceived value measurement, derived from the actual survey, so the conclusion with a representative.The main content that this paper researches contains:Clarifying the content of "multi-agent" of Academic-Papers Network Publication, systematically analyzing the structure of the factor of "Multi-Agent's Perceived Value of Academic Exchanges through Academic-Papers Network Publication", establishing the evaluation index system and identifying the interaction among all indexes based on the systematical analyzing, setting up the model measuring the perceived value of multi-agent, and surveying it.This article studies "Academic-Papers Network Publication" from a new point of view, it is not only beneficial to broaden the perspective of this subject, but also can intensify and innovate the theories concerning scientific papers, which have considerable scientific value. On studying Multi-Agent's Perceived Value of Academic Exchanges through Academic-Papers Network Publication, it is valuable for deepening into the interior of the specific structure of the academic exchange system consisting of "multi agents", and measuring the mechanism of the influence of Academic-Papers Network Publication deeply and systematically.
