Scientific research activity is one of the main ways to produce the knowledge of human education since the age of knowledge economy. Fund established for this purpose supports the development of scientific research activities on the one hand, on the other hand, it plays a more and more important influence on the modern knowledge generation mechanism, and becomes an important indicator to measure the academic and scientific research team. In China, the National Social Science Fund set up in 1986. as the highest level of project types, the number of major projects began to increase by a large margin since 2009, running up to 1343 before 2015. It reflects the country attaches importance to and supports major projects.This paper choosed 2006- 2010 as the time ranges, and analyzed the implementation of major projects in the period of social science fund, especially the academic development. Because the project involves the project units and groups, the researchers, academic productivity and academic influence during project research from setting up to be implemented, therefore, this paper did statistics on the productivity and influence of the projects and its groups, based on sorting out the project situation, the membership system, regions, subject etc, analysing some problems and its reasons existing in the major research projects, and proposing several suggestions from the view of project management of social science fund and the major projects. This paper is divided into five parts. The first part is the introduction, which mainly introduces the background, significance, literature review and so on. The second part is the basic imformation of the projects, including the distribution of its number, units, regions and subjects. The third part is the academic development, including academic productivity and academic influence of the projects and the heads of the project groups, as well as the high output of the author and the high cited papers. The fourth part is the problem and attribution of the major projects,the fifth part is suggestions about the social science fund and project management.The results show that: in the distribution of projects, major projects presentdecentralized and centralized trend:on the one hand, the distribution of the unit, area and subject is extremely uneven. On the other hand, most projects distribute Colleges and universities, North China and the application of economic and theoretical economic fields. In the aspect of academic productivity, major projects produce a large number of academic achievements, but there is a huge difference between the projects, and even a small number of projects have no output. In terms of academic influence, projects bring a number of highly cited papers. It illustrates some research achievements have been highly recognized by the relevant researchers in the fields;yet more projects’ influence is low, requiring further investigation and testing.There are some discoveries when sorting out the related data of social science fund: projects research has some problems. First, the projects’ "property" is single.Second, some projects’ output is less. Third, part of the project leaders have no paper published. Fourth, some projects’ influence demands be improved. Aiming at these problems, this paper analyses several reason objectively, from the defects of project system, the closure of traditional study, limitations of the subject’s characteristics, the projects’ leaders lack of time, low quality of some achievements. Finally, the paper puts forward four suggestions on the social science fund and project management:balanced development based on high quality, controlling strictly on the "Entrances and Exits", using of modern management methods, and classified utilization of research results.
