| Since 1978, China began implementing economic reforms and opening to the outside world, gross domestic product has rapidly growing. In the east coast cities, the income has increased substantially, but rural residents'income still stays in low level, there is urban-rural income gap. A harsh natural condition, the west region, is the largest concentration of poor people and the most profound areas of poverty. The income of rural residents in this area also is the lowest level in the country. The central government's western development policy enforcement 10 years, tremendous changes have taken place in west region economies. However, the per capital income from the point of view, urban-rural income gap is still huge. China's income gap continues to rapidly expand. Coastal and interior, urban and rural areas, significant differences between income and quality of life, like an advanced country and one of the poorest countries coexist in the same China. This paper analyses the provincial statistics for the eastern, central, western and northeastern regions, mainly comparing coastal and interior, urban and rural areas, across regions of the indicators, detailed analysis of the western region the problems of rural income. This paper consists of four parts.The first part is the preface, including background and significance of the topic, research status, research ideas and methods, and paper structure arrangements.The second part is the income problems of rural residents in poor areas of China. This paper argues there are four main issues. First is the low income of rural residents in poor areas. China's urban-rural income gap is about 3.33 times. Income disparity across regions is more significant, especially in the eastern coastal towns and the rural western, the gap up to 5.46 times. In 2008, the average annual income of rural residents in west region was 3518RMB, is the lowest level. Secondly, the unreasonable income structure of rural residents in poor areas. Wage income of rural residents in west region is low, they highly dependent on family income. Thirdly, income of rural residents in poverty areas is unstable. Wage income of migrant workers, leading to instability risky. Due to technological backwardness of agriculture, fanning situation is "dependent on the weather," it also causes family income unstable. Finally, consumption expenditure is a huge pressure. Engel coefficient of rural west region shows higher expenditure on food and health care. The rural residents in poverty area, expenditure ratios bring a greater pressure heavier.The third part is the causes of rural residents' income problem in poverty areas of China. There are four main reasons for this view. First of all, poor agricultural conditions in poor areas. Although per capita arable land area of the west region is slightly higher than the national average, however, natural conditions of poor west region are more affected land efficiency. Low efficiency of agricultural land yield directly impedes the improvement of income. Secondly, the low harvest of agricultural products, most of the major agricultural products in the west region are below the national average per unit area yield level. Third, a single industrial structure, in poor west rural areas, still rely on the primary industry, secondary industry and tertiary industry are extremely weak, directly affect the wage income of rural residents in the west region increase. Finally, the low quality of peasants, in poor west areas, education level is extremely low. Lower education level makes it difficult to engage in secondary and tertiary industries. Therefore cannot raise wages income.Fourth part is countermeasures of rural residents' income problem in poverty areas of China. First, increase efforts of government support. Targeted poverty areas to improve agricultural subsidies, and strengthen agricultural infrastructure construction in poverty areas, and increase efforts in agricultural technology development. Secondly, improve the cultural education quality of rural residents in poverty areas. In order to improve the educational and cultural level in poverty areas, suggest increasing educational investment, carrying out exchanges communication with the developed areas, and attracting talent to the poverty areas. Thirdly, the adjustment of rural industrial structure, the single largest agricultural crop need to be diversified industrial structure adjustment. Suggest increasing efforts to improve the second industry and tertiary industry development in the west region. Fourth, to promote advanced science and technology, the west region needs to increase information technology, agricultural machinery, and scientific staff input. Finally, strengthen environmental protection. Ecological environment affect sustainable social and economic development, however the west region's economic still need to continue to be developing. A reasonable use of different resources needs to be taking place. Protecting the ecological environment of the west region as same time it needs improving the level of agricultural technology. The introduction of technology needs to improve yields adjustment of rural structure, and increase rural residents' income. |
