Protection of Community is the scientific progress product of agriculture. Community Plant Variety Rights(CPVR for short) is known as the breeding right which allows the breeders(units or individual)to use its right which is granted by the state to obtain the benefit. Community Plant Variety Rights is the important component of the agricultural intellectual property right, hence its development, protection, transformation had already become the object that people have paid close attention to. Community Plant Variety Rights is regarded as the connection of breeding innovation and tie of industry development, persons who have already become breeding ,R&D institution which is a seed enterprise that promotes the important sign of the key competitiveness to the person who becomes breeding .R&D institution this seed enterprise pays close attention to cost and income of CPVR. Hence, we must pay attention to study the cost and income of the CPVR and various influencing factors of the right cost and income of CPVR. We may continue carrying on research to the cost and income of the CPVR and its influence factor, which not only could facilitate the development in our country of CPVR correctly, but also have important realistic meanings on promoting enterprise's economic, improving enterprise's economic benefits .This text proceeds from the general theory of the cost and income which has been carried on research on the intension of the cost and income of CPVR and factors influencing right cost and income of plant variety. With the analysis of questionnaire weighing the cost and income to CPVR, and the basis of analyzing the questionnaire, it established the main factor of influencing the right cost and income of plant variety, set up the right cost and income model of plant variety, reduce the cost of CPVR. Finally,it put forward the suggestion to low the costs and increase revenue of CPVR. This text study on right cost income of plant variety mainly launches from several following respects:(1)The summary of the cost and income of CPVR and characteristic analysis. This part is mainly to carry on defining the cost and income of CPVR. It had recommended especially the right transaction cost of plant variety, plant variety right safeguard the cost and plant assortment right income way. This part uses the survey questionnaire on each of the seed industry, Scientific Research Institute of CPVR's cost-benefit to analyse,see through how various factors on CPVR's cost-benefit impact CPVR's cost-benefit.(3)Construction of the CPVR's cost-benefit models and case studies.
