The land-value level in time and space are changing as the development of social and economy causing the activity of urban real estate market. The government should keep track of price changes in the land market, in order to develop flexible land policy, and ensure the maintaining and increasing value of the national land property, the stable development of the real estate market and the optimization allocation of urban land resources. Therefore, the study which is on basic prices of urbanland level of space-time evolution rule provides decision-making of the government regulation in land market and optimizing the allocation of land resources.Taking Tai'an City as the study area, adopting field investigation ,statistics analysis,qualitativeanal ysis,quantititive analysis methods, the paper research the basic prices of urbanland spatio-temporal evolution in Tai'an City during 1992 and 2007. The main research contents and the results are as follows.(1) The spacial evolution of basic prices of urbanland in Tai'an City In 2004-2007 Tai'an City ,The price of different point land are analyzed based on modified which are got on 2007 basic prices of urbanland The benchmark land prices range in Tai'an City including urban district, high and new tech development zone, industrial development zone and gypsum youth business in 2007, with the area approximately 271 square kilometers. Using multi-factor comprehensive evaluation method, the paper score respectively in commercial, residential, public buildings and facilities, industrial land, and divide 7, 6, 6 and 5 levels respectively, with the price level in 2.4-1950 yuan/square metre. Taishan mountain terrain by northern barrier,the land level generally form a concentric in the center of u-shaped,and be for a lower trend.The basic prices of urbanland space distribution pattern in Tai'an City urban, which is obstructed by the northern taishan mountain terrain, is basically unbalanced change from the center of u-shaped to the east, west and south. The gravity of land grade in Tai'an City transferred to the east and west from 2004 to 2007, especially the development trend of the south is more obvious recently. It reflected the improvement of transportation and infrastructure in the urban east, west and south. Spatial pattern evolution in the lands of commercial, residential, industrial and public reflect differences, and most of the spaces have increased levels. The main reason which causes the adjustment of land price grade and the raisen in land-value is the reflection of commercial effect, transportation, infrastructure, environment quality, the urban planning and the landscape resources.(2) The temporal dynamics of basic prices of urbanland in Tai'an City Tai'an City take 4 times on the price appraisal of urban standard land from 1992 to 2007. Then the land price adjustment range from downtown to the urban area and the area expand from 19.83 to 271 square kilometers, with 12.67 times larger than that. In 1992 and 1999, the land grade is divided into 5 levels, while in 2004 and 2007, which respectively adjusted for 6 and 7 grade levels. The basic prices of urbanland in Commercial, residential, industrial and public land are in a growing trend overall, and residential raises largest during the ranged lands.According to the fourth basic prices of urbanland (1992, 1999, 2004 and 2007), on the basis of the comprehensive analysis in price changes timing, calculate structural ratio relation in the benchmark land prices which includes the ratio of the price of land price index, the index, the same levels compared price ratio index, index of similar levels compared price. Then the results were compared, and the general rule of variation ratio was summarized. Generally speaking, with the rising of all kinds of basic urbanland price in general, both the same and the different land types in different periods and different levels have a different price rise. The main reason causing the basic urbanland price changes includes four macroscopic aspects with the level of economic development, urban area, city planning and land supplying.Based on l basic prices of urbanland spatio-temporal evolution in Tai'an City, the paper elicits the basic prices of urbanland spatial variation characteristics and timing dynamic change regulation, and then analysis the variations. The result of the study has guiding significances in formulating land of control policy and macro adjustment of land market.
