Problem Analysis And Improvements Of Centralized Procurement In China Unicom

With the development of purchasing theory, centralized purchasing is used widely by collectivized corporation, which is because that centralized procurement is not only reducing the purchase cost, but also improving the materials quality, also it's important to promote enterprise's core advantage. Although centralized procurement can bring enterprise many benefits, the enterprise haven't understood centralized purchasing management thoughts well during purchasing process. Therefore, the enterprise should often put centralized procurement theory into the application of procurement business.This article mainly expounds the centralized purchasing status and problems of China Unicom, then analyzes the problems and proposes corresponding optimization. First, this paper briefly introduces China Unicorn's centralized procurement business, and summarizes some experiences and lessons of its centralized procurement system by empirical analysis and normative analysis. By induction, China Unicorn's centralized purchasing situation analysis should be basing on China Unicom procurement organization management, procurement information platform and purchasing process. Secondly, there are some problems in centralized procurement each link through actual practice and present condition analysis such as material coding issues, regulation, supplier management system problems, departments responsibility problems and open tender transparent, etc. Then it explores the problems' roots are lack of regulation, information imperfection and motivation lack. Finally, proposes centralized purchasing optimization scheme by shifting procurement organization model, optimizing purchasing strategy and perfecting the supplier management, also proposes continuous evaluation and improvement strategies to ensure optimization scheme development.This article contains 13 figures,5 tables and 36 references...
