Special supervision area of customs has experienced the initial period of bonded area, the period of bonded-area-oriented growth and the period of export processing areas and bonded logistics development. Now it has developed into the period of bonded-port-area-oriented functional integration and innovation. Up to now, China has approved the establishment of 13 bonded port areas, including Yangshan in Shanghai, Dongjiang in Tianjin and Dayaowan in Dalian. Most of them are in coastal areas; few of them are in west China, and none is in central China. With the implementation of the central China strategy, economy of central China and foreign trade has made rapid development, which is making growing demand for bonded port areas.Wuhan, located in central China, enjoys a unique condition of port and advantages for development of the bonded port area. Taking MSFLB model as the main framework, this thesis focuses on the environment and prospect of establishing Wuhan bonded port area and proposes strategies for the establishment. Starting with analyzing concepts of the bonded port area and form of other free trade areas, this thesis studies the current development of the bonded port area in China and draws the conclusion that the bonded port area in China is developing towards the free port model, combining with both domestic and overseas successful experiences. In the analysis of environment, this thesis applies PENTS model, five-force model and SWOT model and is in perspective of the macro environment, industry, advantages and disadvantages. It also describes the three push factors for establishment of bonded port area in Wuhan, and then employs regression analysis method to work out the bonded port area's economic impact of on the parent city and its pull effect on the back areas. In the analysis of market prospects of Wuhan bonded port area, the defects of gray basic model are corrected. General cargo, container number, foreign trade cargo throughput and other relevant figures of Wuhan port are predicted with Markov Chain model, which improves the prediction accuracy. By analyzing, it concludes that the establishment of the bonded port area in Wuhan enjoys outstanding environment and good prospects. Finally, this thesis proposes strategic objectives, function design, layout design and operation plans for Wuhan bonded port area and sums up problems the establishment will confront and suggestions to solve them.Through this preliminary study of the establishment of Wuhan bonded part area, this paper provides some theoretical basis for declaration, demonstration, construction, and operations and so on of Wuhan bonded area, in hope of attracting more experts and scholars to participate in the study and proposes theoretical guidance and practical suggestions for the building of Wuhan bonded area to promote better and faster development of Wuhan, Hubei, even central China.
