The Transformation Study Of Bonded Port Towards Free Trade Port

In recent years, with the establishment of Bonded Harbor Area in various regions of the country, and has set up 13 bonded port area but the development of these bonded port area are different levels, so the port operations of the bonded port area become an important aspect of the port project. Bonded port area as "customs control zone" of Chinese characteristics in current time, open to the highest level, enjoying the most preferential policies, the closest operational mechanism and free trade zones, possesses of such integrated business functions as porting, logistics and processing. However, since the bonded port area is something new, there are many disadvantages concerning its operating rules and incentives, compared with the international free port. In order to accommodate the further development of the bonded port area in China and higher degree of freedom to the free trade zone in transition, the study the transformation of operational mechanisms and its operating conditions is of great significance.In this paper, the three bonded port area around Bohai Bay, including East Bonded Port Area of Tianjin, Qingdao and Dalian Bonded Port whose operations working as background, on the basis of the summary of Chinese bonded functional areas in the development process, the definition and function of the Free Trade Zone, bonded port and free trade zones as well as the similarities and differences between the domestic bonded areas are introduced. Then the differences between the bonded port area and Free Trade Zone in the administration, customs supervision and incentives are analyzed. On the basis of the comparison of the ports and free trade zones, the feasibility of restructuring operations evaluation system of bonded port has been established by virtue of AHP and fuzzy comprehensive evaluation of the analysis and calculation of the three bonded port area of the Bohai Bay and Gwangyang Port (free port). The operating modes of bonded port area and Free Trade Zone operations are compared in longitudinal level and the difference of that is analyzed thoroughly. By comparison, we found some shortcomings and made targeted recommendations - among three bonded ports, the Tianjin East Port Bonded is the big bang but compared to Gwangyang Port, there is still some distance in policy making and management mechanisms, and focus on analysis of regional economic strength, the natural environment and infrastructure construction and soft environment three aspects.After estimating Tianjin Port Bonded Resources East intensity by means of factor analysis of SPSS software and calculating the radius of the bonded port area with the aid of Wilson model, together with national policies and measures, some suggestions are proposed for the establishment of theoretical foundation of the first free trade zone in Bohai Bay.
