Operational Plans And Evaluation Of Port Emergency Logistics System

With the increasing development of economic globalization, the role of the port in promoting the economy becomes more and more obvious, as an important node in the international transport system and a hub of the transport chain. The port logistics exists throughout all the port activities, and also plays an important role in economic activities. But it runs up against some instant events with destructive actions. The emergencies may change some ongoing operations of the port. So we should take special logistics measures to deal with this crisis to eliminate the occurrence of adverse events. This asks for a very high requirement for port emergency logistics. Therefore, the study on emergency logistics system of port has important significance.At present, the study on emergency logistics of port is still in its infancy, and has little research. In view of this present situation, taking emergency logistics system of port as an research object, coordinating with theories on logistics system and emergency management, this article mainly study on following critical problems: emergency logistics system of port, operational plans for port emergency logistics, operational performance evaluation. The main content of this dissertation is as follows:First, it analyzes the current situation of emergency logistics and port emergency logistics, presents the emergency management, contingency logistics and port-related logistics system theory, then lays the theoretical foundation for the following research.Second, it analyzes design principles of port emergency logistics system, and takes system structure and operation of the process in-depth research.Then, it introduces the concepts of contingency plans, analyzes elements of the emergency plan, draws up the content of port plans for emergency logistics operations for the operation of the system, and establishes the port logistics emergency responsc model based on operational plans.Finally, the dissertation takes the operation process of emergency logistics system of port as basis, constructs operational performance evaluation system of emergency logistics system of port, and applies it to the specific instance, establishes AHP-Fuzzy comprehensive evaluation model for the emergency logistics system of port. AHP-fuzzy comprehensive evaluation is intuitive and easy to be operated, it also has good application value. According to the results, it points out the weaknesses of the system and puts forward improvements measures.
