Research On Financing Of High-speed Railways In China

The passenger and cargotransportation capacity shortage of the current mail rail lines is severe, and has largely restricted Chinese economical rapid development and the improvement of the people’s living standard. The high-speed railway has the distinguished advantages at transporting capacity, running speed, environment protection, energy consumption and synthesized benefits. It is very meaningful for high-speed railway to satisfy the demand of China economy’s rapid and continuing development and the demand of the sustainable development strategy, to improve the modernization of the railway industry and to enlarge capacity of he busy transportation channels.China has developed high-speed railway development plan. According to the "Mid-and Long-term Railway Development Program(adjusted version in2008)" approved by the State Council, China will construct16000km passenger-dedicated lines by2020, realize separation between freight and passenger traffics. The high-speed railway constructing needs huge capital. The current financing model is difficult to achieve large-scale high-speed railway construction in china’s capital needs. To break Chinese current high-speed railway development financing difficulties, is the starting point of the study. Based on the above,this paper will focus on he development route and financing mode of the existing high-speed railway in the world. The dissertation lodged that china future high-speed railway financing should learn some experiences and methods from other advanced countries. Discusses the important meaning of the times for Chinese high-speed railway development, the study introduces the high-speed railway construction financing channels for composition in china and analyses the current problems in financing channels. To combine financing design and process of Beijing-shanghai high-speed railway, the study discusses financing channels of Beijing-Shanghai high-speed railway construction, including Beijing-Shanghai high-speed railway background and status of financing, and expands financing channels of the relevant recommendations. it will give the strategic suggestions to financing of Chinese high-speed railway.Hope that through this study can deepen Chinese high-speed railway construction financing and realize the good and fast development of Chinese high-speed railway.
