This paper will first analysis the new ICT network demands from smart grid based on wide range of references of technology trends and hot spots of the relative industries; then after study of the core technologies, we give out a kind of system framework of the smart grid ICT network; as well as discuss and proposal of the ICT network operation model in smart grid era, we also conduct economica analysis of the smart grid ICT network construction and operation.The construction of Smart Grid has enhanced the gird's dependence on power information and communication technology (ICT) network, and the requirements on real-time and safety of the power ICT network have been increased. At the same time, the rapid development of relative areas including digital home, smart city, and the Internet of Things, as well as the accelerated convergence of power, telecommunication, broadcast and TV industries, will create a lot of new demand on and new classes of applications of the power ICT network. In smart grid era, ICT network construction of China's power needs to adapt and meet the requirements of the smart grid construction, industrial convergence, and comprehensive business development.As for system architecture of smart gird ICT network, we proposed to consider and integrate advantages of different communication techniques, adopt construction mode of"optical-fiber in backbone network, BPL in united family network, combined of optical-fiber and wireless communication in access network"; meanwhile, to built four-layer (perseption and interaction layer, network communication layer, information process layer, information application layer) integrated (integration of power generation, transmission, transformation, distrubution and consumption) smart grid ICT framework; in adition, standards system and security protection capabilities also need to be improved.China's electric power ICT network has become the world's largest private electric power communication network, but compared on the international level, there are still gaps in architecture, standards, new technology research and other fields., China's electric power ICT network construction must rely on independent innovations, start from and based on core technology research and development including hierarchical model, standard system, information network and secure control, and devote to building a new generation of electric power ICT network.Meanwhile, under the macro-environments of monopoly eliminating in power, telecommunication, broadcasting and TV industries; cost retrieving requirement have been increased due to large-scale investment in ICT networks of the power companies, and the network resources of the society as a whole need to be optimizing allocated, we believe the smart grid's ICT network should be managed and operated by an ICT subsidiary of the electric enterprise group, which will first guarantee the ICT requirements from smart grid operation and electric company management, and then seek much larger market space by provide ICT services to the whole society.Based on the above statements, through economic analysis of smart grid's construction and operation of Intelligent Community XX, we can conclude that, power companies can achieve significant economic returns from construction and carrying out smart grid ICT network. Especially when adopt BPL-based smart home-net solution, we will greatly save the cost of the pre-line transformation, and make the ROI of the first year reaches 150.26%, while 10-year ROI can reach 436.23%.
