Matrix project human resources management is a very important part in car design company's engineering project management knowledge system, how can stimulate the greatest enthusiasm and activity of personnel plays a vital role for the project execution and success in the process of vehicle design. However, in my counrty, due to a lack of conesponding management methods, leading to human resources cannot maximize the significance. All of this are not beneficial to rise further the level of project management and the company whole management.Firstly this article describs the basic theory of project management and performance management and analyzes automobile design company project management mode and its characteristics. Then decribes the concept and meaning of matrix management mode adopted by automobile design company, analyzes the existing problems and reasons of project team performance management in automobile design company, and points out that the current project management method more or less exists inconsistency between enterprise project short-term benefit and enterprise long-term strategy, confiet between project management and management of department. How to avoid the negative influence of these problems in enterprise project management and the realise the enterprise performance management advantage role is the research key. The article's innovative point is desiging an assessment scheme from assessment purpose principle, evaluation content, the evaluation index and standards, the assessment process and assessment results etc according to the actual performance management condition of car design company. The arcitle puts forward performance evaluation indicator system. This article first studies from the project team assessment, then team members assessment index system. The project team members assessment includes project manager and project members assessment and realizes the departments and organizational performance by the all project members performance. Finally article point out support and guarantee the performance plan from the company senior leaders, the project manager, the functional manager and team employees common efforts.This paper provides a set of objective, fair and operable project management assessment model and evaluation indexes. Leading the project staffs working enthusiasm and activity, rationally dividing the authority between project manager and Functional manager. Objective project management performance assessment methods have certain practical significance to guide empolyees work motivation, the project achievement effective and the all-round development of company.
