With the situation of competition environment expansion for China enterprises, stated-owned company needs to strengthen its quality and performance management in the fierce market competition in order to improve enterprise’s core competitiveness. In China, project management has only twenty to thirty years of development history. YZ Dalian Company induces the concept of project management in the first hydrogen-cracker reactor exported project in hope of successful completion through project team concept and accelerates the improvement of core competitiveness as well.Effective performance management could realize the enterprise’s strategy goal and performance target and improve enterprise’s efficiency, team efficiency as well through improving employee’s performance level. It can not only increase the cohesion of the project team to ensure project is implemented in an efficient and ordered way, but also promote team members exert all their initiatives. In addition, it can also help management find issues in time and identify properly to avoid issues getting worse, and steer project heading in the expected direction as well.This essay is focusing on the analysis of performance, performance appraisal, performance management and the most critical processes in performance management to find out the root cause in performance management system during transition from traditional functional mode to project team mode in YZ Company. Based on the theory analysis, this essay is mainly researching on the following aspects:1. The Position Description is introduced to specify the job responsibility of each project team member in order to define a clear performance management appraisal evaluation, which will solidate the basis for establishment a complete performance management system in a fair way.2. Through the comparison of various methods of performance appraisal evaluation, the suitable integrated way is determined for manufacturing enterprise. And the methods will be adapted according to roll responsibility in project team, which make the performance management system more flexible and targeted.3. This system also applies to breakdown enterprise’s strategy goal into project team target during establishment and compensation of this complete performance management system. The performance management system has only simple performance appraisal form in YZ Company. The essay has established a complete and flexible performance management system for YZ Company through analysis of relative theory, which will make not only YZ Company could adapt its performance management target during establishment of project team, but also show the guidance to future project team construction, and promote projects implementation.
