During the past 30 years of reform and opening up, with the rapid development of national economy and international trade, the port constructions have made great achievements. Port scales expand significantly, production capacities increase significantly, port layout is becoming more rational, port structure and function optimize continuously, port service levels increase significantly. However, when increasing port infrastructure constructions, we also see a series of hidden dangers. For example, a large number of quay line resources are over-exploited, port structure is not reasonable, the risk of port regional competitive imbalance increases. The extensive mode of the port development results in waste of port resources. Low-level redundant construction and vicious competition among ports are no longer adapt to the resource-saving and environment-friendly society needs. In recent years, Dalian, Yingkou, Dandong and Jinzhou port constructions develop rapidly, due to the hinterlands cross, this kind of port constructions to some extent form homogeneous development, idle terminals and low level price war are clear proofs. This competitions among ports are not good for the whole development of economic belt along the Coast. Therefore, Liaoning government proposed to integrate the whole province ports resources, to optimize the allocation of coastal ports and to improve the layout among ports. As the leading enterprise flagship of Liaoning ports, Dalian port play an irreplaceable role. According to the provincial government requirements, combined with his own future development needs, Dalian port confirmed regional development strategy that makes regional port enterprises from absolute competition to cooperative competition, in order to achieve "win-win" even "Multi-win"'situation within the region. Based on this background, a system dynamics model is built in order to explain the necessity and advantage of regional development of Dalian port and provide a reference for the integration of Liaoning port resources and the construction of Dalian Northeast Asia international shipping center.This thesis mainly includes four parts, firstly analyzing the development trend of ports both at home and aboard, combined with current situation of Liaoning ports, a necessity is proposed to implement the port regional development. Then some analysis is given to Dalian port and implement plan is proposed for Dalian port regional development. According to this plan, a system dynamics model is built and the simulation process reveals the impact of Dalian port regional development on the whole Northeast hinterland and his own. Finally, some conclusions and policy suggestions are given.
