Governmental Responsibility Orientation In The Urban Housing Security

The article describes problems, causes and countermeasures of government role orientation during urban housing security system operation, and put construction of economically affordable housing as an example to illustrate.The article starts with social stratification of China's current situation, analysis housing situation of all walks of life under the current environment of high prices. The article points out that the current housing security system has many drawbacks, so it can not meet people's basic living demand for housing which belongs to rigid requirements. This is mainly because there are many problems of government role in the urban housing security system, which include:government role in urban housing security is instability, which can be witnessed from may glimpse of the "changing role" of government in urban housing security; on the one hand, central government is taking various measures to control high housing prices, on the other hand, the other local governments are refusing to give up financial benefits of land, and the land finance of local governments is the main reason for high prices; national economy's development is too "real estate" and too dependent on the real estate industry's pull on economy, government's housing security responsibility is over-weakened in the name of "market", and so on.Developed market economy countries and regions, such as the United States, Singapore and Hong Kong, the reason why the housing security system works so well, is because the government has played a leading role in solving housing difficulties of the lower-middle class residents. The article learns from success stories of fully developed market economy and regions, and expects to have implications for the improvement and operation to mainland China's urban housing security system. In the light of the current government's performance in urban housing security, I believe that, as most of the lower-middle class in the face of serious difficulties to buy house, levels of governments should take on more responsibility, expand scope of urban housing system and play a more important role.In short, the article believes that government should reorientation its role in China's urban housing security system, which is mean that government should locate dominant position in urban housing security. Government can reform the current tax collection system, so that local government's "financial power" and "routine power" can fundamental match to each other, thus local governments can change their embarrassing situation of over-reliance on land finances. In addition, government can adjust real estate tax collection system, implement assets of social policy and take other measures, so that they can better serve urban housing security system directly related to people's livelihood.
