Game-playing Of Lancang-Mekong River Water Resources

Lancang-Mekong is an important river in Asia. There are six riparian countries of Lancang-Mekong, including China, Burma, Laos, Thailand, Cambodia and Vietnam. Each country has its own water use aim, and is competing with other basin countries for water resources of Lancang-Mekong. In this process, they form the game-playing of Lancang-Mekong. At present, both competition and cooperation among riparian countries are obvious. For the common interest of the river, countries are seeking for a way which is acceptable and feasible by construction dialogues and cooperation programs to make good use of water.In the case of game-playing between China and Vietnam, both countries have competition and cooperation in the management of Lancang-Mekong. The game-playing between China and Vietnam can be divided into three stages:contest of dams, contest of channel, and contest of water environment protection. In the contest of dams'stage, both China and Vietnam established their own interest foundations. In the contest of channel, China and Vietnam enhance the common interests with other riparian countries dividedly. In the contest of water environment protection, China deepens the cooperation with downstream countries from environment governance, while Vietnam enhances relations with outside powers to urge and press the upstream countries to think much of water protection. In the whole, the cooperation demand is becoming large in the game between China and Vietnam. Profound cooperation is also the trend in the game playing of all the basin countries. However, since there are much influence factors in the game-playing, the process will be complicated and long.China is taking the whole interest of Great Mekong basin and the environment protection into account to making good governance and sustainable development of the Lancang-Mekong water resources. In this course, China develops its water electricity in Lancang Jiang, to release worries of downstream countries by construction dialogues, and promote the common governance by the platform of Great Mekong Sub-region Cooperation and Mekong River Committee.
