From The Greater Mekong Sub-region To Langcang-Mekong Cooperarion:A Perspective Of Vietnam

Since the reform and opening up of Vietnam and the normalization of China-Vietnam relations in the 1990s,Vietnam has embarked on a development path suited to its national conditions.On the one hand,Vietnam maintains a harmonious and stable relationship with China,of which economic cooperation is an important part of Sino-Vietnamese relations,on the other hand,actively participate in the greater Mekong sub-regional economic cooperation(hereinafter referred to as:the GMS),and the Vietnam's international integration and economic development have a profound impact,as from China,Laos,Myanmar,Cambodia,Thailand,Vietnam,the six countries discuss co-construction and sharing mechanism of Lancang-Mekong sub-regional cooperation(hereinafter referred to as LMC)was set up,develop and expand,Vietnam and the Mekong sub-regional cooperation projects from all countries are constantly emerging.This paper looks at the development from GMS to LMC from the perspective of Vietnam.Through data collection,interviews and surveys,the author found that despite the strong development momentum of LMC at present and the actual economic benefits it has generated in Laos,Thailand,Cambodia and other countries,Vietnam's enthusiasm for participation is not high.Although the Vietnamese government actively maintains communication and cooperation with China,hoping to gain benefits from participation,the publicity and promotion of LMC in Vietnam are mainly at the official and diplomatic levels,and ordinary Vietnamese people have lower understanding of LMC,lower participation and lower expectation than GMS.In order to research this problem in detail,the author collected in the research of the two countries for LMC and GMS and practical cooperation and development situation,introduce the origin,current situation and development of the main purpose is to explore the Lancang-Mekong river on the development of regional cooperation mechanism,from the Angle of Vietnam to GMS and LMC carries on the analysis comparison.Through the study found that although Vietnam has been active for the construction of fusion,sustainable and prosperous GMS to contribute,but due to the GMS mechanism on cooperation in political,security and social existence flaw and the insufficiency,it increasingly difficult to meet the demand of the rapid development of Vietnam,the establishment and development of LMC as at the time,because there are GMS for LMC to lay a solid foundation,so have more experience and LMC development direction.In this paper,by comparing the advantages and disadvantages of GMS and LMC cooperation mechanism in the aspects of cooperation nature,cooperation content,cooperation characteristics,cooperation prospect and so on,the author expounds in detail the unique advantages of Lan Mei cooperation mechanism.It is hoped that by analyzing the similarities and differences,advantages and disadvantages of the two cooperation mechanisms,we can learn from each other's strengths and weaknesses,and provide some reference for Vietnam to participate in Lan Mei cooperation in an all-round way,actively integrate into the international community,and build a community with a strategic destiny for China and Vietnam.
