In recent years, many kinds of industrial parks emerge continually with the rapid development of the industrial construction, which has vigorously promoted the rapid development of social economy. However, industrial parks exacerbate the worsening eco-environment and deplete speedily the non-renewal resources in China. One important reason is that environmental management method of our country industry parks is relatively backward and lack of Eco-efficiency industrial system evaluation. Therefore, it is necessary to establish a set of scientific industrial park Eco-efficiency evaluation index system in order to compensate for the lack of evaluation methods, regulat the ecological construction and promote the improvement of industrial parks.Based on the background of eco-development of industrial parks, the core of Eco-efficiency and the introduction of material flow analysis method (MFA), which establishes the evaluation indices system of the Industrial Park's eco-efficiency based on the Material Flow Analysis. The evaluation indices system includes three indices subsystems:the direct Eco-efficiency of the park, the total eco-efficiency of the park, the overall eco-efficiency. They and Eco-efficiency of the elastic coefficient together provide scientific basis for eco-development when the evaluation method is applied to the reality of eco-industrial parks, which analyzed and discussed the various indexes, and put forward the measures to improve efficiency of industrial ecology, and the future research further made further outlook in this paper.The theories of Eco-efficiency are expanded to middle-lay (industrial parks) by analyzing and defining the contents of Eco-efficiency of industrial parks, which provide theoretical basis for the evaluation of the industrial park's eco-efficiency. On this basis, the author puts forward that eco-efficiency is the appropriate evaluation of eco-development of industrial parks and improving eco-efficiency is the method and the construction goal of eco-industry park. The Material Flow Analysis is expanded to middle-lay (industrial parks) by exploring the MFA of industrial parks. Based on the background of complex eco-system of industrial parks, the author plots frame-chart and constructs indices system of material flow analysis of industrial parks by analying the path and remit source of the eco-industry parks material flow. In order to resolve the difficulty of quantifying Eco-efficiency, this paper introduces material flow analysis method. And this paper bases on pressure-state-response (PSR) model of economic cooperation and development (OECD) by analying the functions of Eco-efficiency of industry parks based on the MFA and the eco-development industry parks, puts forward hierarchical structure model of eco-efficiency index measure of Industrial park. According to this model, the paper establishes evaluation indices system based on the MFA in order to analysis of eco-construction industrial level with ecol-efficiency elasticity index together.
