Abstract:The core of Circular economy is the efficient use of resources, and has "reduction, reuse, recycling" as its basic characteristics. Industrial park is the main carrier of the circular economy practice. Construction of circular economy industrial park is the way to optimise the productivity layout, and the effective ways to form a reasonable industrial labor system. Still, it promotes the adjustment of industrial structure and be the necessary request to speed up the transformation of economic development patterns.Current academic research has three characteristics:(1)Less research focus on the industrial park scale than city or provincial scale. However the park is an important platform for implementing circular economy strategy, research and practice demand in space.(2)Less research focus on material flow management than the material flow analysis method research, and the main innovation is in the study of different area and industry of material flow analysis index system. But material flow planning and management is the key to realize recycling economy strategy, research and practice demand on technical methods don’t match.(3)The comprehensive evaluation of circular economy tend to evaluate economic benefits, ignore the efficiency of material flow process, research and practice demand of dislocation in emphasis.Based on the above problems exsisted in the current academic research, this paper, through the view of system theory, reviews the material flow process of circular economy. Then optimise the material flow management through the recognition of the key nodes of material flows.Through the study of the case, this paper revise the exsisting models, and makes them can be applied on construction and management practice of circular economy park. Specific work is as follows:In theorical research, in the first chapter and second chapter, this paper mainly discusses around the circular economy theory and related theoretical basis of material flow analysis. In view of system theory examine the circular economy theory that the theoretical foundation of circular economy①from systems theory, cognitive theory circulating through the system of economic processes, it will avoid undue emphasis on current domestic and international economic cycle ends emission factors, attention turned to the various circulatory system sub-sectors involved in the process;②for the circulatory system should be used to explore the internal process of material flow analysis, explicit "quantity" and "direction" in the characterization of circular economy, based on material flow process material flow planning and management to extend;③right examine the efficiency of material flows have different angles, material flow in the circular economy should be valued more efficient analysis of circulating metabolic processes within the system resource utilization and other process indicators.④recycling economy construction is designed not only to improve economic efficiency, in comprehensive evaluation should be based on a theoretical assessment of complex ecosystem social benefits of recycling economy and other non-environmental benefits of energy saving class.In modeling research, in Chapter Ⅲ, Chapter Ⅳ, Chapter Ⅴ, the paper works on three aspects:First, chapter Ⅲ proposes economic process for the park loop material flow model of circular economy. Identify the pattern of circular economic material flow in park scale and enterprise scale.A this chapter proposed a variety of material flow organization model of circular economy to identify the key factors in the material flow of circular economy. Secondly, the Chapter IV suggests few management models in circular economic park material flow process, including the environmental costs of control for enterprise multi-agent game analysis methods and models, as well as the economic system for the park loop adaptive management model for material flow and material flow management model for temporal process. Considered in the enterprise scale, the park recycling economy focuses on material flow management byproduct transaction price and technological costs; scales in the system, management focuses on material flow process design, process planning through material flow can not only enhance efficiency, but also can enhance the system self-adaptability. Finally, chapter V discusses the economic substance of the park loop flow system evaluation model. Including those based on principal component analysis and comprehensive evaluation model of circular economy based Energy Analysis Energy Efficiency Evaluation of circular economy model. The former combines quantitative and qualitative analysis of circular economy is more conducive to recognize the park during material flow problems; the latter one reflects the efficiency of the analysis process logic closer through quantitative analysis, from the perspective of energy conversion and digestive system.In the empirical study, Chapter Ⅵ focuses on empirical research about analysis, management, evaluation models. Case1, the circular economy empirical research on material flow analysis. Gansu Province was choosen as the research object. From the time series analysis of material flow of Gansu Province, and its time lag characteristics, this paper gains the main factors which influent the Gansu Province circular economy efficiency of material flow most. And this paper services policy recommendations finally. Case Ⅱ, the circular economy empirical research on material flow management. With emerging yangzhou recycling industrial park as the research object, this article put forward the LCA-MFA park material flow circulation economy planning method and practice it. Through the scenario analysis, this paper simulates the park’s development in2015and2015. Case Ⅲ, empirical research on material flow evaluation of circular economy park. This paper chooses yangzhou economic and technological development zone and ecological industrial demonstration zone in wuxi new district as the research objects. According to the data of two objects from2008to2011, a comparative analysis was made.
