Research On Government Responsibility Of The Industrial Injury Insurance For Migrant Workers

In our country, those suffered from the accidents and occupational diseases unfortunately are mostly migrant workers. For various reasons, migrant workers industrial injury insurance has not yet reached full coverage. The issue of work injury insurance for migrant workers has affected adversely on building a harmonious society further. The Government should properly handle the issue of migrant workers' industrial injury insurance. Therefore, it is important and meaningful to study government responsibility of migrant workers' industrial injury insurance.Through the questionnaire, random interviews, literature research and other methods, it summarizes the major problems of work injury insurance for migrant workers in G City. And it argues the necessity of government responsibility in work injury insurance for migrant workers by applying the theory of vulnerable groups' protection. It points out that those problems of migrant workers industrial injury insurance are largely due to the lack of government responsibility, which mainly reflects in the legislation, regulatory and advocacy. Finally, it gives some suggestions to strengthen the government's proposed liability in migrant workers' industrial injury insurance, including improving laws and regulations, severely punishing illegal enterprises, strengthen supervision and law enforcement, stepping up publicity efforts and improving the quality of migrant workers.Studies suggest that as quasi-public goods, work injury insurance system should be provided by the government. At the same time, starting from the social equity and justice, from the perspective of protection of vulnerable groups, the Government should be duty-bound to take the responsibility. Only when the government really takes the responsibilities on legislation, regulatory, advocacy, can the industrial injury insurance system for migrant workers be better developed and improved. Only when it happens, can the industrial injury rights and interests of migrant workers be protected effectively. Research has a certain reference value to the development of migrant workers'industrial injury insurance.
