The Current Situation And Countermeasures Of Migrant Workers' Work Injury Insurance In Dezhou City

Improving people's livelihood is a complicated and difficult project.Xi Jinping stressed:”To improve and protect people 's livelihood is a difficult and long-term work,there is no terminal,only lots of new starting point.”This sentence gives a profound interpretation about the importance of the people's livelihood,it shows the high-level political consciousness and the courage to take responsibility.Migrant workers are the main force of urban construction,this large group has the dual identity of peasants and workers,the rights protection issue of them is so important that we have to face.With the progress of the integration of urban and rural areas,more and more rural surplus labor force moved to the cities and towns looking for work,most migrant workers work in the construction industry,manufacturing,services and other grass-roots industries,with poor working environment,high labor intensity and high risk factor,so they are always in the high-occurrence area of industrial injury and occupational diseases.Ministry of Labor and Social Security issued a "notice on the work injury insurance of migrant workers " in 2004,clearly states it's a basic right of migrant workers that to participate in industrial injury insurance and enjoy the treatment.But the current work injury insurance system has defects,because of the mobility and dispersity of migrant workers.In most areas,especially in small and medium-sized cities and towns,migrant workers show a general lack of enthusiasm for insurance.Industrial accidents occur once,employers put forward compounding in private or refuse to compensate,Only a very few migrant workers obtain appropriate compensation through dentification of injure accident,administrative appeal,labour arbitration and other legal channels.It is so difficult for them to maintain legal rights when suffered industrial accidents.The problem influces the social harmony,even becomes an obstacle to economic development.It is very important for completing the process of building a moderately well-off society in all aspects that to boost citizenization of agricultural transfer of population.Based on this reason,improving the migrant workers' injury insurance system is conducive to promoting social harmony and economic development,is conducive to achieving the Chinese dream.This paper combines the background of urban and rural integration development,studies the current situation of industrial injury insurance for migrant workers in Dezhou,applyies theories of Management and Sociology,puts forward the proposal to solve the problem of migrant workers' work injury insurance.This paper has six chapters.The first part introduces the birth background,characteristics of migrant workers,the research significance and the current research situations.The second part analyses some theories about the migrant workers' injury insurance system,defines the relevant concepts include migrant workers and the migrant workers' injury insurance.The third part introduces the current Situation of Worker 's Injury Insurance for Migrant Workers in Dezhou City.The forth part points out the existing problems and analyzed the reasons.The fifth part put forward the proposal to solve the problem of migrant workers' work injury insurance.
