Convention Industry, as part of the MICE industry, is considered to be a "boost" to optimize industry configuration. Today, government strongly encourages the development of Service Industry. Cities start to bid for the right to host international conventions through destination promotion, policy and industry development. This will help to drive the development of other industries. However, the phenomenon of "paying more attention to Exhibition than Convention" causes the lack of analysis and statistics to the convention industry. Because of this problem, the Industry cannot integrate all the information to guide and regulate the industry's development.Scholars from foreign countries have studied the destination selection decision from convention organizers'perspective. Papers and indicator system have been made. Based on the results, this paper tries to summarize the indicators combined with characters of Academic Conventions and build the indicator system on the first step. To ensure the objectivity, fairness and effectiveness of the indicator system, this paper sent questionnaire to the convention participants like professors, doctoral and master candidates to obtain the first-hand documents. Through quantitative analysis, one influence factor is deleted. The final academic convention destination's evaluation indicator system includes three layers:academic attraction layer (7 factors); destination layer (10 factors); and professional meeting (11 factors), and the weight of the factors are calculated.After the influence factors confirmed, this paper tries to apply them for case study. Take Shanghai as example, Participants are required to evaluate the satisfaction level to Shanghai's convention industry. IPA method is used to classify the factors and finally draw an evaluation matrix. For Shanghai, most of the indicators are competitive. The only one which is not satisfactory is the cost to the meeting. Based on the above research, the paper provides strategies to Shanghai academic convention Industry.In conclusion, this paper provides suggestions to the city which would like to develop their academic convention industry based on the quantitative results and case study. Firstly, emphasize the content of the academic convention; secondly, professional convention marketing operation; thirdly, strengthen cities'infrastructures and city image.There are also some inadequacies which needed to improve for future research. It hopes that more studies can be made on this subject to drive the industry more professional, which will contribute more to the development of the countries.
