Performance Analysis On The Collective Forest Tenure System Reform In Guangdong Province

Guangdong Province is one of ten key collective forest area in south China. Collective forest is accounted for 91.5%of the total area of forest land. This paper is based on field surveys, and combines existing research results and relevant economic theory. In order to analyse the perfonnance of the reform of collective forest tenure system perfonnance in Guangdong Province, which is called dividing share and profit, so as to effectively promote the reform of collective forest tenure system and provide ideas.This paper analyzes the institutional backround from the background transfonnation of the collective forest tenure system in Guangdong. Based on the comparison with the mainstream refonn model, it makes the theoretical analysis of the collective forest tenure system refonn performance. For a more comprehensive evaluation, the paper builds the Guangdong collective forest tenure system reform performance appraisal index system with evaluation criteria of fairness and efficiency. Then, based on the difficulties encountered in the process of Guangdong collective forest tenure system reform, it analyses the conflict between stakeholders in the reform by using game theory, and puts forward relevant suggestions. Finally, it is concluded that dividing share and profit model is adaptability of time and space in Guangdong province. It protects fanners'earnings, giving attention to both fairness and efficiency. With the process of refonn, Guangdong Province, the performance of collective forest tenure reform preliminary revealed in Guangdong. In the long run, the reform will help to produce scale beneficial result, and promote market-oriented forestry. And dividing share and profit mode can avoid fragmentation of ecosystems, thereby protecting the forest productivity and conducive to develop the forest ecological and economic benefits. In addition, the Guangdong collective forest tenure system refonn will produce many positive radiation effects, which will bring development of economy, culture, education and technology in forest region. In order to reduce the resistance, it is necessary to optimize the system operating environment, to improve the performance of collective forest tenure reform.
