Although the proportion of collective forest is not so large, it is an important component of Heilongjiang forestry. From collective forest tenure reform in Heilongjiang Province coming into effect up to now, it achieves some effectiveness. Mainly reflected in clarifying the forest tenure, increasing the income of forest farmers, expanding the forest area and so on. However, in the process of forest tenure system reform, there are some problems and obstacles. Therefore, well classifying and summarizing to the reform, exploring the key that caused the institutional conflict and improving strategies, has become the focus of following reform of collective forest tenure. It has important practical significance.This paper, depending on property rights theory, institutional change theory and stakeholder theory, on the basis of the investigation and research, elaborated on current reform of collective forest tenure system state, objectives, practices and the effects, analyzed economic substance of the reform. In this paper, it gave a systematic analysis of the major problems and obstacles that exposed during the collective forest tenure system reform, including the key institutional barriers like collective cutting system, circulation system of collective forest rights, collective forestry financing reform system and so on. In addition, there are many problems including farmers not highly actively involving in the reform, disorderly gathering forest resources, forest ownership disputes, insufficient capital investment in forest tenure reform and so on. On this basis, through the concrete analysis of collective forest tenure system reform in Heilongjiang Province, it then further specify the important part of collective forest tenure system in Heilongjiang Province, including clarifying the functions of the various stakeholders participate in the reform of forest tenure, determining different business model based on different status of places and operating classification management on the basis of different types of collective forest. Finally, it provided proposals for deepening the reform of collective forest tenure reform in Heilongjiang Province,from the reform of silviculture fund system, the creation of forest insurance system, strengthening the evaluation system of forest assets such aspects.
