In Government Responsibility Of China's Housing Security

In China, because of its large population and scarce land, the housing shortage has become an inevitable social problem. From the welfare housing which began at the beginning of PRC until the implementation of housing reform nowadays, housing remains a major problem for government. What the market focuses on is the distribution of the housing distribution instead of the detail information about how it is allocated. Thus for the majority of citizens-the low-income families, it is of great difficulty for them to afford to buy a house. Therefore, as a visible hand of the market, the government should get involved in the housing market in order to allocate houses rationally so that every citizen can have their own house.Based on the current situation and the theoretical research of housing, the author makes a systemic and qualitative data analysis. After the cross-disciplinary, systemic and comprehensive analysis based on induction and deduction, it shows that as a key part in the whole social security system, the coverage of traditional housing security is not wide enough. However, the elements of it are not well developed until now in China, all of which implies that it is one of the primary responsibilities for the government to solve the housing problem. What's more, it is known that housing is not an easy social project, because it is not just a basic survival problem for human, but also an important social issue. If not handled properly, it will affect both the sustainable economic development and the current social order. Because of this, based on the theoretical base of the government's responsibility in housing security, the author studies the status quo of the housing security and the successful application of the government's responsibility in housing security at home and abroad. Through this the author gives a list of measures to improve the housing security model in China. According to this, the whole thesis falls into four parts.The first part devotes to the theoretical and practical basis of the government's responsibility in the housing security. It not only elaborates the meaning of housing security in detail, which defines the status of it clearly, but also proposes that as the most effective public resource provider, based on both the practical and theoretical basis, the government should establish the housing security system and spares no effort to achieve the responsibility in housing security as well through the measures such as the distributive justice theory, Keynesian theory about the ineffective supply and the theory about the state intervention and public responsibility.The second part illustrates both the status quo and the shortcomings of our government's implementation of its responsibility in housing security. What's more, it gives a detail list of reasons for this. In this part, the author holds that the housing security has been proposed since the foundation of PRC, however, because of the implementation of the welfare housing distribution system at that time, the housing security was implicit instead of being explicit. The government's responsibility in housing security doesn't show out until the concession of it and implementation of the commercialization of housing instead, because of which, our country begins to implement the housing security system actively, such measures are as follows:affording housing, low-cost housing, housing fund and the measures likes limiting the housing price and improving the squatter settlements. However, the housing problems for the low-income families has not been well addressed because of the following reasons:lack of coordination between Central government and local government, the delay enforcement of law and regulation, the conservative concept of law enforcement, shortage of fund and some problems with the security objects,In the third part, the author discusses the current model of the governments' implementation of the housing security. Thorough the understanding of successful housing security model at home and abroad, we can both further find the shortcomings of the housing security in China and derive important inspirations from this. Compared with other countries which have managed to implement the housing security, China hasn't developed the housing security law or the Housing Act which is the basis of housing security. Therefore, establishing a sound housing security law can not only make it legal, which thus can provide legal help, but also can clarify government's responsibility in housing security and the legal punishment for not implementing the housing security.In the fourth part, according to both the status quo of the implementation of the government's responsibility in housing security and the current implemental model for it, the author proposes several measures to improve our government's responsibility in housing security. Based on the research done by the former scholars and the summary and China's practice of the government's responsibility in housing security, the author proposes several efficient measures as follows to better solve the housing problems: firstly, our government should establish housing security law as soon as possible through which we can clarify the government's responsibility, improve the supporting measures and protect the housing fund source; in addition, it is of great importance to coordinate the detail responsibility between the Central government and the local government; what's more, we also need to build a strict mechanism of entry and exit to make the housing nature clear and make sure the availability of affordable housing; besides, we had better establish the management mechanism for housing security object and strengthen supervision of the government's responsibility in housing security. Based on all of these, the government's responsibility in housing security can be improved. Through urging the government to fulfill the housing security responsibility actively, the housing problem for residents will be well solved.
