Research On The Collaborative Agricultural Information Service

In the late 1970s and the early 1980s of the 21st century, China began to the practice of agricultural informatization, with the synchronous deploying of its relevant studies. As important content of agricultural informatization, agricultural information service has been emphasized by academic and practice circles, and becomes a research hot in recent years. In October 2005, building a new socialist countryside is a great task set at the Fifth Plenary Session of the Sixteenth Central Committee of the Party, the rural economic construction of our country has entered a new historical period. Taking this opportunity, agriculture information service is moving into a new stage of development, and takes on some new characteristics, such as varied information demands, increasingly complicated information types, gradually abundant information service methods, flexible service styles, diversified service participants, etc. Meanwhile, it has exacerbated or caused some problems, for example, agriculture information becomes scattered, heterogeneous and difficult to be integrated; information technology means are used independently, leading to the poor application efficiency; lack of effective cooperation between service organizations results in the low service efficiency, and so on.Agriculture information service is a system project that involves many subsystems and system elements. According to the viewpoint of collaboration theory, for any open system, a relationship of interaction and mutual cooperation exists among its subsystems, which will spontaneously produce some collective behaviors or integral effects, namely synergistic effect. The views of "Synergy" provide ideas about solving problems of agricultural information, thus it needs to strengthen overall coordination in every aspect of agriculture information service, including communication and cooperation of agriculture information service organizations, conformity of agricultural information resources, integration of agricultural information technologies, etc. The paper just researches the topic of agriculture information service from a new perspective of "Synergy", which has four main parts.The first part is about theoretical basis of the collaborative agricultural information service. It clarifies theoretical basis from two aspects, the one is to trace to the source of the collaborative thought and theory, the other is to summarize and review the fundamental theory of agricultural informatization.The second part is about definition of the collaborative agricultural information service. Firstly, it analyses the synergistic effect which objectively exists in the agricultural information service field. Then, it comprehensively explains the topic, including giving targets and definition of the collaborative agricultural information service, constructing contents of the collaborative agricultural information service, and classifying types of the collaborative agricultural information Service.The third part is about the collaborative subjects of agricultural information service and their collaborative ways. It puts forward the concept of collaborative subjects of agricultural information service, divides types of the subjects, expounds their functions, and analyzes collaborative relationships and modes among these subjects.The fourth part is about the design on the mode of the collaborative agricultural information service based on diversified subjects. It puts forward the design conception, and gives analyses from two angles of construction and operation, first to propose its construction targets, contents and the overall framework; then to interpret its operation ways, mechanisms and safeguard measures.
