Research On Risk Management In The Sebei-Xining-Lanzhou Second-line Gas Pipeline Project

With Gansu provinces, Qinghai provinces of economic development, and SeBei-Xining-Lanzhou gas pipeline existing users gas requirements increased greatly increasing year by year, and due to SeBei-Xining-Lanzhou pipeline pipe-conveying ability is limited, currently the usage is limited. In order to ensure the supply the user gas pipeline surrounding, the construction Sebei-Xining-Lanzhou second-line Gas Pipeline project is imperative. Lanzhou-Yinchuan pipeline has been built and put into production in December 2007, and the pipeline can be connecting the SeBei-Xining-Lanzhou pipeline,West-east gas transmission pipeline, and Changning pipeline, realize three main gas field (Qinghai gas field, Changqing gas field, the Tarim gas field) networking, make three gas field's gas can mutual complement, dispensing,and increase gas supply reliability and safety of Qinghai Gansu and Ningxia three provinces and autonomous regions. SeBei-Xining-Lanzhou second-line Gas Pipeline project can transfer Qinghai gas field's gas to new users by this pipeline, but also along the surplus of natural gas into West-east gas transmission, west-east gas second-line and Shanjing pipeline, to guarantee of Beijing, Shanghai and the eastern region gas supplying has the vital significance.SeBei-Xining-Lanzhou gas second pipeline project is national key project, this article takes the project risk management related theory as a foundation, from Sebei-Xining-Lanzhou second-line Gas Pipeline project management status and the features of the project, the entire process are analyzed from the project risk management plan, identify, evaluate, response to monitoring and control the whole process, trying to find out the suitable for this project risk management method, and ensure Sebei-Xining-Lanzhou second-line Gas Pipeline project smoothly orderly.Papers was studied Sebei-Xining-Lanzhou second-line Gas Pipeline project risk management process, hope to summarize long-distance pipeline project risk management planning, risk management identification, risk management analysis and evaluation, risk management strategies and risk management monitoring of some general theories and methods, to guide long oil and gas pipelines project risk management practice plays a certain role.
