Since reforming and opening, the situation has radically improved in China's rural poverty. During this period, as each specific situation in the poor area, the central government and local governments develop and implement some reduction poverty policies, But increasing income of farmers is the key in poor areas.There are many ways to increase the income of the farmers, human capital investment is one of way, the human capital how to affect the income of farmers in poor areas which is the main object in this papers.First this article analyzes the quality of farmers is a inner driving force to realize the industrialization of agriculture, a core to promote income of farmers, an important way to go out from the poverty in poor areas, etc; Second, on the base of theory at home and abroad, the author analyses mechanism which the human capital how to infect the income of the farmers; Third, using the data of counties for national poverty analyses the status of human capital in poor areas and human capital how to effect the income of the farmers in the rural poor areas; Finally, using Dingxi City as a example, using empirical and regression analyses human capital of the investment how to effect the income of the farmers and propose some recommendations policies in poor areas.The basic conclusion is:the rate of returning workforce education from highest to lowest is high school, middle school, primary education in poor rural areas; the income of labor from various skills training is higher than formal education; if labor force is a national public officers or village cadres he will get greater income; the income of fanners migrant is higher than his education earnings.
